[5 608] Alternatives to the Project Describe reasonable alternatives to the Project, or to the location of the Project, which could feasibly attain the basic objectives of the Plan and why they were rejected in favor of the ultimate choice. The specific alternative of "no project" must also always be evaluated, along with the impact. Describe alternatives capable of substantially reðucing or eliminating any envir~nmentally adverse impacts, even if these alternatives substantially impede the attain- ment ~f the Plan objectives, and are more costly. -The Relationship Between Local Short-Term Uses of Man's Environment and the Maintenance and Enhancement of Long-Term ProductJ.vJ.ty Describe the cumulative and long-term effects of the Plan which adversely affect the state of the environment. Special attention shoulð be given to impacts which narrow the range of beneficial uses of the environment or propose long-term risks to health and safety.
