MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />December 8, 1980 <br /> <br />The meeting was convened at 12:37 p.m. by Mayor Ward in the Room 831, <br />City Hall, 20 Civic Center Plaza. Council members present were Gordon <br />Bricken, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel, Alfred <br />C. Serrato, Harry K. Yamamoto, and Mayor James E. Ward. City Manager <br />A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council <br />Janice C. Guy were also present, as well as Planning and Public Works <br />staff representatives, a member of the press, and several members of the <br />public. <br /> <br />DISCUSSION ITEM The City Manager presented a <br />CONTINENTAL CENTER PROJECT staff report on the chronology <br /> and current status of the Con- <br /> tinental Center project proposed <br />for construction in Orange, along the border between the cities of Orange <br />and Santa Ana just north of Santiago Park, and responded to Council's <br />questions on the matter, particularly in regard to traffic impacts and <br />building heights. A member of the public voiced the neighborhood's con- <br />cern relative to the proposed development. No action was taken on the <br />matter. <br /> <br />RECESS The Council recessed at 1:58 p.m. <br /> and reconvened in the Council <br /> Chambers, 22 Civic Center Plaza, <br />at 2:10 p.m. with the same members present. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the Invocation was <br />given by Councilman Gordon Bricken. <br /> <br />CONSENT CALENDAR <br />ITEMS REMOVED <br />DISSENTING VOTES & ABSTENTION <br /> <br />moved by a member of the public. <br /> <br />Items 5H and 16B were removed from <br />the Consent Calendar by Bricken; <br />Items 13A, 13B, 15, 17C, 20A, and <br />20C by Markel; Item 4B by Ward. <br />Item 17G was requested to be re- <br /> <br />NO votes were registered by Serrato on Items 5D, 5E, and 5F; Items 8A and 8B <br />by Ward. <br /> <br />CONSENT CALENDAR <br />STAFF RECOMMENDATIONS <br />APPROVED <br /> <br />MOTION was made by Luxembourger, <br />seconded by Griset to approve the <br />staff recommendations on the fol- <br />lowing Consent Calendar items. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None <br /> <br />MINUTES <br /> <br />November 22, 1980. <br /> <br />Approved the Minutes of the Regular <br />Meeting of November 17, 1980 and <br />the Adjourned Regular Meeting of <br /> <br />BID CALLS <br /> <br />Approved plans and specifications <br />and authorized advertisement for <br />bids on the following: <br /> <br />CITY COUNCIL MINUTES 401 DECEMBER 8, 1980 <br /> <br /> <br />
