RECESS <br /> <br />Council recessed at 5:24 p.m. <br />and reconvened at 5:31 p.m. <br />with all me~tbers present except <br />Councilman Bricken. <br /> <br />PUBLIC HEARING - APPEALS NO. 423 The Mayor announced that this <br />& 424 - VA 80-33; CUP 80-11 - was the time and place for the <br />2140 S. RITCHEY ST - public hearing of Negative <br />CITY ATTORNEY INSTRUCTED Declaration and Appeal No. 423, <br /> Variance No. 80-33, and Appeal <br />No. 424, CUP 80-11, for property located at 2140 S. Ritchey Street. <br /> <br />The Associate Planner presented the staff report and recommendations. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />The following persons spoke in favor of the matter. <br /> <br />Bob Reid, 8820 Sunset Blvd., Los Angeles <br />Niles Gates, 1712-A Newport Circle <br />Sheila Gates, 1712-A Newport Circle <br />Robert Baber, 2130 S. Ritchey Street <br />Paul E. Rolfes, 2200 S. Ritchey Street <br /> <br />There were no other speakers on the matter. The M~or closed the public <br />hearing. <br /> <br />MOTION made by Luxembourger, seconded by Serrato, to approve and file <br />Negative Declaration, and to instruct the City Attorney to prepare a res- <br />olution granting Appeal No. 423, approving Variance Application No. 80-33, <br />subject to the conditions that dimensions of the sign shall not exceed <br />14' x 48'; sign height shall not exceed 35 feet; and applicant shall <br />comply with any amortization plans set by the City relative to sign <br />removal, overruling the decision of the Planning Commission, was approved <br />on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Luxembourger, Markel, Serrato, Yamamoto <br />Griset, Ward <br />Bricken <br /> <br />MOTION made by Luxembourger, seconded by Serrato, to approve and file <br />Negative Declaration, and to instruct the City Attorney to prepare a res- <br />olution granting Appeal No. 424, approving CUP 80-11, subject to the <br />conditions that dimensions of the sign shall not exceed 14' x 48'; sign <br />height shall not exceed 35 feet; and applicant shall comply with any <br />amortization plans set by the City relative to sign removal, overruling <br />the decision of the Planning Commission, was approved on the following <br />vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Luxembourger, Markel, Serrato, Yamamoto <br />Griset, Ward <br />Bricken <br /> <br />CA 13.3 <br /> 13.4 <br /> <br />PUBLIC HEARING - APPEAL NO. The Mayor announced that this <br />419 - C3 PARKING WAIVER was the time and place for the <br />318 W 4TH STREET - CONTINUED public hearing of Negative <br /> Declaration and Appeal 419 - <br /> C3 parking waiver 80-1, to <br />waive required parking for eight retail shops to be constructed at 318 <br />West Fourth Street in the C3 District. <br /> <br />The Associate Planner presented the staff report and recommendations. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />Shah V.
