MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />January 19, 1981 <br /> <br />The meeting was called to order at 2:03 p.m. by Mayor Ward in the City <br />Council Chambers, 22 Civic Center Plaza. Council members present were <br />Gordon Bricken, Daniel E. Griset, Robert W. Luxembourger, Alfred C. <br />Serrato, Harry K. Yamamoto, and Mayor James E. Ward. Assistant City <br />Manager Dan Stone, City Attorney Edward J. Cooper, and Clerk of the <br />Council Janice C. Guy were also present. Councilman J. Ogden Markel <br />was absent. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the Invocation was <br />given by Councilman Yamamoto. <br /> <br />AGENDA ORDER - PUBLIC HEARING <br />STREET ABANDONMENT NO 103 <br />PORTION OF GARNSEY ST; N OF <br />CIVIC CENTER DRIVE - RES 81-10 <br />ADOPTED SUBJECT TO CONDITIONS <br /> <br />Abandonment No. 103 set for public hearing <br /> <br />The Mayor announced that this was <br />the time and place for the public <br />hearing of the proposed street <br />abandonment ordering the vacation <br />of a portion of Garnsey Street, <br />north of Civic Center Drive, Street <br />by Council January 5, 1981. <br /> <br />The Principal Planner presented the staff report and recommendation. <br /> <br />The Clerk of the Council reported there were no written communications. <br /> <br />The following persons spoke in opposition to the proposed abandoment: <br /> <br />Joseph Mueller, 837 N. Garnsey <br />David Vest, 17662 Teakwood, Irvine <br /> <br />There were no other speakers on the matter. The Mayor closed the public <br />hearing. <br /> <br />Following discussion, MOTION was made by Griset, seconded by Luxembourger, <br />to adopt the following resolution on condition that existing agreement <br />relative to this property be amended to include clauses to guarantee <br />pedestrian public access to the Civic Center: <br /> <br />RESOLUTION NO. 81-10 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA VACATING A PORTION OF GARNSEY <br />STREET NORTH OF CIVIC CENTER DRIVE, STREET ABANDONMENT <br />NO. 103. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Griset, Luxembourger, Serrato, Ward, Yamamoto <br />None <br />Bricken <br /> <br />CA 14 <br /> <br />RECESS - HOUSING AUTHORITY At 2:38 p.m. Council recessed <br />RECONVENED to convene the adjourned <br /> regular meeting of the Housing <br />Authority.
