The Agency will carry out to completion with <br />all practical dispatch the Project, and the Project <br />will be accomplished am! completed in a sound and <br />economical manner and in conformity with the <br />Redevelopment Plan, and the Community Redevel- <br />opment Law, The Redevelopment Plan may be <br />amended as provided in the Law, but no such amend- <br />ment may be made which would substantially impaír <br />the security of the Bonds or the rights of Ihe Bond- <br />holders, <br />7, If all or any part of the Project owned by the <br />Agency shall be taken by eminent domain proceed- <br />ings, the net proceeds realized by the Agency there- <br />from shall be deposited with the Fiscal Agent in the <br />Special Fund for the purpose of paying principal <br />of and interest on the Bonds subject to the terms, <br />conditions and requirements contained in the Reso- <br />lution, <br />8, Whenever any property in the Project has <br />been redeveloped and thereafter is leased by the <br />Agency to any person or persons (other than the <br />City of Santa Ana) or whenever the Agency leases <br />real property in the Project to any person or persons <br />(other than the City of Santa Ana) for redevelop- <br />ment, the property shall be assessed and taxed in <br />the same manner as privately owned property; as <br />reqnired by Section 33673 of the Health and Safety <br />Code of the State of California" <br />9. The Agency will not dispose of more than <br />10% of the land area in the Project (other than <br />property shown by the Redevelopment Plan in effect <br />as of the date of the Resolution as planned for public <br />use, or for such other limited public uses as specified <br />in the Resolution) to public bodies or other persons <br />or entities whose property is tax exempt if as a result <br />of such disposition the security of the Bonds or the <br />rights of the Bondholders will be substantially <br />impaired, <br />
