Under the Community Redevelopment <br />Law, the Agency is a separate public body and <br />exercises governmental functions in executing duly <br />adopted redevelopment projects. As such, the <br />Agency has the authority to acquire, develop, ad- <br />minister, and sell or lease property, including the <br />right of eminent domain, Ihe right to accept finan- <br />cial assistance from any source, and to issue bonds, <br />noles or other evidences of indebtedness, and expend <br />their proceeds, The Agency itself does not have the <br />power to levy taxes, <br />The Agency may also clear buildings or other <br />improvements, develop as a building site any real <br />property owned or acquired, and in connection with <br />such development, may provide for the installation <br />of streets, utilities, sidewalks, and other necessary <br />public improvements" With the exception of publicly <br />
