This would be a county-wide <br />facility consisting of a 3,500 seat theatre for the <br />Performing Arts, with a large multi-purpose area <br />and a 500 seat concert hall. <br /> <br />Public Improvements <br />While not on the tax rolls, numerous public im- <br />provements, most notably the Orange County/Santa <br />Ana Civic Center complex, have been constructed <br />within the Project area, providing employmenl for <br />6,000 and acting as a catalysl for commercial activ- <br />ity and development. <br />The center of the Projeci is occupied by a 40-acre <br />governmenlal complex containing Federal, State, <br />County and City facilities, The center is still expand- <br />ing, most recently by the construction of the $12 <br />million County Hall of Administration, as well as <br />expansion of the County Courts and Ihe Sheriff's <br />department. <br />The City of Santa Ana has embarked on a major <br />streel improvement program to improve traffic flow <br />from the Santa Ana and Garden Grove freeways <br />into the civic center and central core area. Recently <br />completed is a $1.4 million extension of Civic Cen- <br />ter Drive. Under construction is a widening of <br />Flower Street to link the civic center with Seven- <br />teenth Street, a major access road to the Santa Ana <br />Freeway, Undergoing final alignment review is the <br />$10 million Broadway Overpass, which will improve <br />north-south traffic flow, <br />Other streel improvements, traffic signal com- <br />puterization and stonn drain improvements are un- <br />derway within the Project to provide improved access <br />to the civic center, central business core and the <br />north retail center. <br /> <br />Environmental Considerations <br /> <br />The Santa Ana Community Redevelopment Proj- <br />ect Area is subject to Ihe provisions of the California <br />Environmenlal Quality Act (Public Resources Code, <br />Section 21000 et seq,), and as such an Environ- <br />mental Impact Report on the Redevelopment Proj- <br />ect, as amended, was prepared, a public hearing was <br />held in the City of Santa Ana, and the final report <br />was adopted by the City Council and a Notice of <br />Determination was filed with the Orange County <br />Clerk. <br />
