MINUTES OF THE SPECIAL AND REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />February 17, 1981 <br /> <br />The special meeting was called to order at 1:35 p.m. by Mayor Ward in the <br />City Council Chambers, 22 Civic Center Plaza. Council members present <br />were Daniel E. Griset, Robert W. Luxembourger, J. Ogden Markel, Alfred C. <br />Serrato, Harry K. Yamamoto, and Mayor James E. Ward. City Manager A. J. <br />Wilson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. <br />Guy were also present. Councilman Bricken arrived at 1:43 p.m. <br /> <br />INVOCATION The Pledge of Allegiance to <br />PLEDGE OF ALLEGIANCE the Flag, and the Invocation <br /> given by Councilman Serrato, <br /> were observed earlier during <br />the meeting of the Community Redevelopment Agency. <br /> <br />CRA & CITY COUNCIL The Chairman of the Community <br />JT. PUBLIC HEARING Redevelopment Agency announced <br />PROPOSED SALE OF PROPERTY that this was the time and place <br />TO HISTORIC RESTORATION for the joint public hearing <br /> of the Community Redevelopment <br />Agency and the City Council of the City of Santa Ana for the proposed sale <br />of property by the Community Redevelopment Agency to Historic Restoration <br />of a site bounded by Third Street on the north, by Birch Street on the <br />west, by a line 75' south of Third Street on the south, and by a line 145' <br />east of Birch Street on the east. <br /> <br />The Rehabilitation Planning Specialist presented the staff report and <br />recommendations. <br /> <br />There were no written communications. <br /> <br />David Marshall, 1728 Bedford Circle, Anaheim, of Historic Restoration, <br />spoke in favor of the project. <br /> <br />There were no other speakers on the matter. The Chairman closed the public <br />hearing. <br /> <br />The Community Redevelopment Agency and City Council <br />Redevelopment Agency at 1:40 p.m. <br /> <br />COUNCIL RECONVENED <br />RES. NOS. 81-22 & 81-23 <br />ADOPTED <br /> <br />following resolutions: <br /> <br /> recessed to the Community <br /> O_Jk 8~.1~ <br /> ~. 12 <br />Council reconvened at 3:06 p.m., <br />with Councilman Bricken absent. <br />MOTION was made by Luxembourger, <br />seconded by Serrato to adopt the <br /> <br />RESOLUTION NO. 81-22 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS <br />NECESSARY FOR THE PROPOSED DISPOSITION AND DEVELOPMENT <br />AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY <br />OF THE CITY OF SANTA ANA AND HISTORIC RESTORATION FOR <br />THE SALE AND DEVELOPMENT OF THAT CERTAIN REAL PROPERTY <br />IN THE SANTA ANA REDEVELOPMENT PROJECT. <br /> <br />RESOLUTION NO. 81-23 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA MAKING CERTAIN FINDINGS WITH <br />RESPECT TO THE CONSIDERATION TO BE RECEIVED BY THE <br />COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA <br />PURSUANT TO A DISPOSITION AND DEVELOPMENT AGREEMENT BETWEEN <br />THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA <br />ANA AND HISTORIC RESTORATION FOR THE SALE AND DEVELOPMENT <br />OF THAT CERTAIN REAL PROPERTY IN THE SANTA ANA REDEVELOP- <br />MENT PROJECT; APPROVING THE PROPOSED SALE OF SAID REAL <br />PROPERTY; AND APPROVING THE DISPOSITION AND DEVELOPMENT <br />AGREEMENT PERTAINING THERETO. <br /> <br />CITY COUNCIL MINUTES <br /> <br />52 FEBRUARY 17, 1981 <br /> <br /> <br />
