<br />EJC:sc <br />10/2/79 <br /> <br />RESOLUTION NO. 79-52 <br /> <br />. <br /> <br />A RESOLUTION OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA MAKING <br />ENVIRONMENTAL FINDINGS NECESSARY FOR THE <br />PROPOSED PARTICIPATION AGREEMENT BETWEEN <br />THE COMMUNITY REDEVELOPMENT AGENCY OF THE <br />CITY OF SANTA ANA AND WARREN K. VAN INGEN <br />AND PETE VAN RUITEN AND MARY VAN RUITEN <br />FOR THE SALE AND DEVELOPMENT OF CERTAIN <br />REAL PROPERTY IN THE SANTA ANA REDEVELOP- <br />MENT PROJECT. <br /> <br />WHEREAS, the Community Redevelopment Agency of the City <br />of Santa Ana has prepared an Initial Study of the environmental <br />impact of the proposed Participation Agreement between the Agency <br />and Warren K. Van Ingen and Pete Van Ruiten and Mary Van Ruiten; <br />and <br /> <br />WHEREAS, the Agency has reviewed and considered the <br />above said Initial Study and the Final Environmental Impact Report <br />for the Santa Ana Redevelopment Project, hereinafter referred to <br />as the "Redevelopment Project"; and <br /> <br />. <br /> <br />WHEREAS, it appears on the basis of the Initial Study <br />that the environmental impact of the proposed Agreement is essen- <br />tially the same as in the previous Environmental Impact Report; <br />and that there is no additional information or data available <br />requiring supplementation of the previous Environmental Impact <br />Report; and <br /> <br />WHEREAS, said Initial Study conforms to the requirements <br />of the California Environmental Quality Act of 1970 (Public Resources <br />Code, Section 2l00 et ~), the "Guidelines for the Implementation <br />of the California Environmental Quality Act of 1970," as amended, <br />adopted by the Secretary for Resources of the State of California, <br />and the procedures for implementation of the Environmental Quality <br />Act of 1970 as adopted by Resolution No. 75-4 of the Agency. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVEL- <br />OPMENT AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS: <br /> <br />. <br /> <br />The Agency hereby finds and determines that: <br /> <br />l, Neither the approval nor the implementation of the <br />. proposed Agreement will cause substantial changes in the Redevel- <br />opment Project, or with respect to the circumstances under which <br />the Redevelopment Project is to be undertaken, which will require <br />major revisions in the Environmental Impact Report previously <br />adopted for the Redevelopment Project due to the involvement of <br />new environmental impacts not covered in said previous Environ- <br />mental Impact Report. <br /> <br />. <br /> <br />2. No new information of substantial importance to the <br />Redevelopment Project has become available which shows that the <br />project to be undertaken pursuant to said Agreement will have one <br />or more significant effects not discussed previously in the Environ- <br />mental Impact Report; or that significant effects previously examined <br />will be more severe than shown in the Environmental Impact Report; <br />or that mitigation measures or alternatives previously found not <br />to be feasible would in fact be feasible and would substantially <br />reduce one or more significant effects of the Redevelopment proj- <br />ect; or that mitigation measures or alternatives which were not <br />previously considered in the Environmental Impact Report would <br />substantially lessen one or more significant effects on the environ- <br />ment. <br /> <br />3 <br /> <br />lð. <br />
