PRESENTATION OF CERTIFICATES Clerk of the Council Janice C. <br />TO NEWLY ELECTED COUNCIL- Guy presented certificates of <br />MEMBERS election to Gordon Bricken, <br /> Councilmember from Ward 1, <br />Daniel E. Griset, Councilmember from Ward 5, Patricia A. McGuigan, Council- <br />member from Ward 7, and James A. Richards, Member of the Governing Board of <br />the Santa Ana Unified School District. <br /> <br />EXECUTIVE SESSION At 5:09 p.m., Council recessed <br />RECONVENED to Executive Session and re- <br /> convened at 6:17 p.m., with all <br /> members present including <br />Councilmember Serrato, and Councilmembers-elect Acosta and McGuigan. <br /> <br />WELCOME TO INCOMING Mayor Ward indicated to the <br />COUNCILMEMBERS audience that the additional <br /> persons seated on the Council <br /> dais were Councilmembers-elect <br />Acosta and McGuigan. He welcomed them, and stated they would be welcome <br />at all Council meetings until their assumption of office on April 14, 1981. <br /> <br />CABLE TV FRANCHISE Mort Fink, a member of the Santa Ana <br />PROPOSAL CONSIDERATION Chamber of Commerce, addressed <br /> Council, affirming that the <br /> Chamber had created a permanent <br />cablevision committee, and stated that Chamber of Commerce would be a partner <br />with the City in monitoring this venture. <br /> <br />The following firms, made oral and audiovisual presentations pertinent to <br />their respective CATV franchise proposal: <br /> <br />Teleprompter <br /> <br />William J.
