<br />EJC:sc <br />8/29/79 <br /> <br />RESOLUTION NO. 79-44 <br /> <br />... <br /> <br />A RESOLUTioN OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF .1ME CITY OF SANTA ANA MAKING' <br />ENVIRONMENTAL FINDINGS NECESSARY FOR THE <br />PROPOSED FIRST AMENDMENT TO PARTICIPATIPN <br />AGREEMENT BETWEtN'THE COMMUNITY REDEVELOP- <br />MENT AGENCY OF THE CITY OF SANTA ANA AND <br />STEVEN J. KEISER AND PAULA B. KEISER FOR <br />THE SALE AND DEVELOPMENT OF THAT, CERTAIN <br />REAL PROPERTY IN THE SANTA ANA REDEVELOP- <br />MENT PROJECT. <br /> <br />", <br /> <br />WHEREAS, the Community Redevelopment Agency of the City <br />of Santa Ana has prepared an initial study of the environmental <br />impact of the proposed First Amendment to participation Agreement <br />between the Agency and Steven J. Keiser and Paula B. Keiser; and <br /> <br />WHEREAS, the Agency has reviewed and considered the <br />above said initial study and the final Environmentaþ Impact Report <br />for the Santa Ana Redevelopment Plan; and <br /> <br />. <br /> <br />WHEREAS, the Agency has found on the basis of the initial <br />study that the environmental impact of the proposed First Amendment <br />to Participation Agreement is essentially the same as in the pre- <br />vious Environmental Impact Reports; and that there is no additional <br />information or data available requiring supplementation of the <br />previous Environmental Impact Reports; and <br /> <br />WHEREAS, said Initial Study conforms to the requirements <br />of the California Environmental Quality Act of 1970 (Public Resources <br />Code, Section 21000 et ~,) the "Guidelines for the Implementation <br />of the California EnVIronmental Quality Act of 1970," as amended, <br />adopted by the Secretary for Resources of the State of California <br />Environmental Quality Act of 1970 adopted by resolution of the <br />Agency. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS: <br /> <br />The Agency hereby finds and determines that: <br /> <br />. <br /> <br />1. Neither the approval nor the implementation of the <br />proposed First Amendment to Participation Agreement will cause <br />substantial changes in the Redevelopment Project, or with respect <br />to the circumstances under which the Project is to be undertaken, <br />which will require major revisions in the Environmental Impact <br />Reports previously adopted for the Project due to the involvement <br />of new environmental impacts not covered in said previous Environ- <br />mental Impact Reports. <br /> <br />2. No new information of substantial importance to the <br />project has become available which shows that the project will <br />have one or more significant effects not discussed previously in <br />the Environmental Impact Report; or that significant effects pre- <br />viously examined will be more severe than shown in the Environ- <br />mental Impact Report; or that mitigation measures or alternatives <br />previously found not to be feasible would in fact be feasible and <br />would substantially reduce one or, more significant effects of the <br />project; or that mitigation measures or alternatives which were <br />not previously considered in the Environmental Impact Report would <br />substantially lessen one or more significant effects on the environ- <br />ment. <br /> <br />. <br /> <br />(¿,! <br /> <br />IB <br />/8 <br />
