MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />March 16, 1981 <br /> <br />The meeting was called to order at 2:01 p.m. by Mayor Ward in the City <br />Council Chambers, 22 Civic Center Plaza. Councilmembers present were <br />Gordon Bricken, Daniel E. Griset, Robert W. Luxembourger, J. Ogden Markel, <br />Harry K. Yamamoto, and Mayor James E. Ward. Councilmembers-elect John <br />Acosta and Patricia McGuigan were also present. City Manager A. J. Wilson, <br />City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy were <br />also present. Councilman Alfred C. Serrato arrived at 2:04 p.m. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the Invocation was <br />given by Councilman J. Ogden Markel. <br /> <br />CONSENT CALENDAR <br />ITEMS REMOVED <br />DISSENTING VOTES <br /> <br />Items 3B, 4 and 17 were removed by <br />Bricken; Items 12A & 19 by Yamamoto; <br />and Items 15 & 18 by Markel. "NO" <br />votes were registered by Ward on Items <br />5C & 12E. <br /> <br />CONSENT CALENDAR <br />STAFF RECOMMENDATIONS <br />APPROVED <br /> <br />MOTION was made by Bricken, seconded <br />by Luxembourger, to approve the staff <br />recommendations on the following Con- <br />sent Calendar items: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, Ward, Yamamoto <br />None <br />None <br /> <br />BID CALLS <br /> <br />Approved plans and specifications <br />and authorized advertisement for <br />bids on the following: <br /> <br />SPEC 81-005 - Enhancements to Police Computer- <br />assisted Dispatch System - Police Department. <br /> <br />PROJECT 6153 - Stadium Lighting for Eddie West Field - <br />Recreation & Parks. <br /> <br />PROJECT 7139 - Deep Well Turbine Pump for Well <br />No. 29 - Public Works. <br /> <br />PROJECT 7269 - Construction of C-5-S Storm Drain <br />in Rosita Street and Hazard Avenue from the C-5 <br />Channel to Euclid Street - Public Works. <br /> <br />PROJECT 9018 - Repair Telephone Duct Bank at <br />City Hall - Public Works. <br /> <br />CA 89 <br /> <br />BID AWARDS Rejected all bids and declared <br /> that vehicles can be obtained <br /> at lower cost based on estimates <br />prepared by City Manager; awarded contract under Los Angeles County con- <br />tract specification No. 266-001, on the following: <br /> <br />SPEC 80-039 - 2 replacement Fire Sedans - Fire Department; <br />awarded to M. J. Sopp & Son Chevrolet, Huntington Park, in <br />the amount of $17,352.39. <br /> <br />SPEC 80-41(D) - One replacement Police Patrol Sedan - Police <br />Department; awarded to M. J.
