MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />April 6, 1981 <br /> <br />The meeting was called to order at 2:05 p.m. by Mayor Ward in the City <br />Council Chambers, 22 Civic Center Plaza. Councilmembers present were <br />Gordon Bricken, Robert W. Luxembourger, J. Ogden Markel, Alfred C. Serrato, <br />Harry K. Yamamoto, and Mayor James E. Ward. Councilmembers-elect John <br />Acosta and Patricia McGuigan were also present. City Manager A. J. Wilson, <br />City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy <br />were also present. Councilman Daniel E. Griset arrived at 2:10 p.m. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Allegiance to <br />the Flag, the Invocation was given by <br />Councilman Harry K. Yamamoto. <br /> <br />CRA & CITY COUNCIL <br />JT. PUBLIC HEARING <br /> CRA SALE OF PROPERTY <br />TO RALPH ALLEN ASSOCIATES <br />RES. NOS. 81-43, 81-44 ADOPTED <br /> <br />The Council recessed to the Community <br />Redevelopment Agency. Following action <br />by the Community Redevelopment Agency, <br />the Chairman of the Community Redevelop- <br />ment Agency announced that this was the <br />time and place for the joint public hear- <br /> <br />lng of the Community Redevelopment Agency and the City Council of the City of <br />Santa Aha for the proposed sale of property by the Community Redevelopment <br />Agency to Ralph Allen Associates of a site bounded on the north by Santa Ana <br />Boulevard, on the west by a no~th-south alley between Santa Aha Boulevard and <br />Fifth Street, on the south by Fifth Street, and on the east by Main Street. <br /> <br />The Redevelopment Real Estate Officer presented the staff report and recommen- <br />dations. <br /> <br />There were no written communications. <br /> <br />There were no speakers on the matter. The Chairman closed the public hearing. <br /> <br />Following action on this matter by the Community Redevelopment Agency, MOTION <br />was made by Bricken, seconded by Serrato, to adopt the following resolution: <br /> <br />RESOLUTION NO. 81-43 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA MAKING ENVIRONMENTAL FINDINGS <br />NECESSARY FOR THE PROPOSED DISPOSITION AND DEVELOPMENT <br />AGREEMENT BETWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF <br />THE CITY OF SANTA ANA AND RALPH ALLEN ASSOCIATES FOR THE <br />SALE AND DEVELOPMENT OF THAT CERTAIN REAL PROPERTY IN <br />THE SANTA ANA REDEVELOPMENT PROJECT. <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, Serrato, <br /> Ward, Yamamoto <br />None <br />None <br /> <br />MOTION was made by Luxembourger, seconded by Bricken, to adopt the following <br />resolution: <br /> <br />RESOLUTION NO. 81-44 - A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA MAKING CERTAIN FINDINGS WITH <br />RESPECT TO THE CONSIDERATION TO BE RECEIVED BY THE <br />CO~tUNITY REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA <br />PURSUANT TO A DISPOSITION AND DEVELOPMENT AGREEMENT BE- <br />TWEEN THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF <br />SANTA ANA AND RALPH ALLEN ASSOCIATES FOR THE SALE AND <br />DEVELOPMENT OF CERTAIN REAL PROPERTY IN THE SANTA ANA <br />REDEVELOPMENT PROJECT; APPROVING THE PROPOSED SALE OF <br />SAID REAL PROPERTY; AND APPROVING THE DISPOSITION AND <br />DEVELOPMENT AGREEMENT PERTAINING THERETO. <br /> <br />CITY COUNCIL MINUTES 98 APRIL 6, 1981 <br /> <br /> <br />
