<br />. <br /> <br />RESOLllI'ION NO. 79-3 <br /> <br />A RESOLUTION OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRON- <br />MENTAL FINDINGS NECESSARY FOR THE PROPOSED PARTI- <br />CIPATION AGREEMENT BETWEEN THE COMMUNITY <br />REDEVELOPMENT AGENCY OF THE CITY OF SANTA ANA <br />AND AMERICAN NATIONAL PROPERTIES, INC. FOR THE <br />SALE AND DEVELOPMENT OF THAT CERTAIN REAL PROPERTY <br />IN THE SANTA ANA REDEVELOPMENT PROJECT. <br /> <br />WHEREAS, the Community Redevelopment Agency of the City <br />of Santa Ana has prepared an Initial Study of the environmental <br />impact of the proposed Participation Agreement between the Agency <br />and Amercian National Properties, Inc.; and <br /> <br />WHEREAS, the Agency has reviewed and considered the above <br />said Initial Study and the Final Environmental Impact Report for <br />the Santa Ana Redevelopment Plan; and <br /> <br />. <br /> <br />WHEREAS, the Agency has found on the basis of the Initial <br />Study that the environmental impact of the proposed Agreement is <br />essentially the same as in the previous Environmental Impact Reports; <br />and that there is no additional information or data available requir- <br />ing supplementation of the previous Environmental Impact Reports; and <br /> <br />WHEREAS, said Initial Study conforms to the requirements <br />of the California Environmental Quality Act of 1970 (Public Resources <br />Code, Section 21000 et seq.), the "Guidelines for the Implementation <br />of the California Environmental Quality Act of 1970", as amended, <br />adopted by the Secretary for Resources of the State of California <br />Environmental Quality Act of 1970 adopted by resolution of the Agency. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVELOp~mNT <br />AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS: <br /> <br />The Agency hereby finds and determines that: <br /> <br />1. Neither the approval nor the implementation of the <br />proposed Agreement will cause substantial changes in the Redevelopment <br />Project, or with respect to the circumstances under which the Project <br />is to be undertaken, which will require major revisions in the Environ- <br />. mental Impact Reports previously adopted for the Project due to the <br />involvement of new environmental impacts not covered in said previous <br />Environmental Impact Reports. <br /> <br />2. No new information of substantial importance to the <br />project has become available which shows that the project will have one <br />or more significant effects not discussed previously in the Environmental <br />Impact Report; or that significant effects previously examined will be <br />more severe than shown in the Enviornmental Impact Report; or that <br />mitigation measures or alternatives previously found not to be feasible <br />would in fact be feasible and would substantially reduce one or more <br />significant effects of the project; or that mitigation measures or <br />alternatives which were not previously considered in the Environmental <br />Impact Report would substantially lessen one or more significant effects <br />on the environment. <br /> <br />3. <br /> <br />The proposed action will have no significant effect on <br /> <br />. <br /> <br />2.0.3 <br />
