<br />, , <br /> <br />RESOLUTION NO. 79-1 <br /> <br />. <br /> <br />A RESOLUTION OF THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA MAKING ENVIRON- <br />MENTAL FINDINGS NECESSARY FOR THE PROPOSED PARTI- <br />CIPATION AGREEMENT BETWEEN THE COMMUNITY REDEVELOP- <br />MENT AGENCY OF THE CITY OF SANTA A,N D DR. STEVEN <br />J. KEISER AND PAULA B. KEISER FOR THE SALE AND <br />DEVELOPMENT OF CERTAIN REAL PROPERTY IN THE SANTA <br />ANA REDEVELOPMENT PROJECT. <br /> <br />WHEREAS, the Community Redevelopment Agency of the City of <br />Santa Ana has prepared an Initial Study of the environmental impact <br />of the proposed Participation Agreement between the Agency and Dr. <br />Steven J. Keiser and Paula B. Keiser; and <br /> <br />WHEREAS, the Agency has reviewed and considered the above <br />said Initial Study and the Final Environmental Impact Report for <br />the Santa Ana Redevelopment Plan; and <br /> <br />WHEREAS, the Agency has found on the basis of the Initial <br />Study that the environmental impact of the proposed Agreement is <br />. essentially the same as in the previous Environmental Impact Report; <br />and that there is no additional information or data available re- <br />quiring supplementation of the previous Environmental Impact Report; <br />and <br /> <br />WHEREAS, said Initial Study conforms to the requirements <br />of the California Environmental Quality Act of 1970 (Public Resources <br />Code, Section 21000 et seq.), the "Guidelines for the Implementation <br />of the California Environmental Quality Act of 1970", as amended, <br />adopted by the Secretary for Resources of the State of California <br />Environmental Quality Act of 1970 adopted by resolution of the Agency. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT <br />AGENCY OF THE CITY OF SANTA ANA, AS FOLLOWS: <br /> <br />The Agency hereby finds and determines that: <br /> <br />1. Neither the approval nor the implementation of the proposed <br />Agreement will cause substantial changes in the Redevelopment Project, <br />or with respect to the circumstances under which the Project is to be <br />undertaken, which will require major revisions in the Environmental <br />. Impact Reports previously adopted for the Project due to the involve- <br />ment of new environmental impacts not covered in said previous <br />Environmental Impact Reports. <br /> <br />2. No new information of substantial importance to the project <br />has become available which shows that the project will have one or more <br />significant effects not discussed previously in the Environmental Impact <br />Report; or that significant effects previously examined will be more <br />severe than shown in the Environ~ental Impact Report; or that mitigation <br />measures or alternatives previously found not to be feasible would in <br />fact be feasible and would substantially reduce one or more significant <br />effects of the project; or that mitigation measures or alternatives <br />which were not previously considered in the Environmental Impact Report <br />would substantially lessen one or more significant effects on the <br />environment. <br /> <br />. <br /> <br />57J <br /> <br />7! <br />
