<br />SELECTION REOPENED TO FOUR on April 6, 1981. which eliminated

<br />Colony Cablevision from consideration of the proposed TV franchise:

<br />David Abel, Colony Cablevision
<br />
<br />Mr. Rodger Howell, Six Star Nielson, requested that a cable TV franchisee be
<br />selected from, not the two companies currently under consideration, but all
<br />those which had submitted proposals.
<br />
<br />Following discussion on the eligibility of new Councilmembers to make a motion
<br />for reconsideration, MOTION was made by Griset, seconded by Luxembourger, to
<br />suspend Robert's Rules of Order on this matter.
<br />

<br />The Council then discussed the procedure for amending actions taken at
<br />Council meetings prior to April 6, and the City Attorney informed Council
<br />that recission by a 2/3 vote (five affirmative votes) would be appropriate.

<br />MOTION by McGuigan, seconded by Griset, to rescind the prior action taken on
<br />March 10, 1981 to narrow the field of CATV candidates to four, FAILED on the
<br />following vote:
