MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />June 1, 1981 <br /> <br />The meeting was informally convened at 2:00 p.m. in Room 831, City Hall, <br />20 Civic Center Plaza for the showing of a videotape produced by CBS, <br />Channel 10, Philadelphia on Santa Ana's Community Oriented Policing (COP). <br />At 2:15 p.m. the meeting was called to order by Mayor Gordon Bricken and <br />the roll call taken. Councilmembers present were John Acosta, Daniel E. <br />Griset, R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, Alfred C. <br />Serrato and Mayor Gordon Bricken. Also present were City Manager A. J. <br />Wilson, Assistant City Attorney Richard E. Lay, Clerk of the Council <br />Jan~ce C. Guy, and a member of the press. <br /> <br />GOALS & OBJECTIVES The Council continued its discussion <br />PUBLIC SAFETY POLICY of goals and objectives for the <br />FIRE SAFETY POLICY City. The City Manager was in- <br /> structed by unanimous informal <br />consent to provide the Council with a skeletal outline on the formation of a <br />Citizens Public Safety Commission. Councilmembers then discussed some of <br />of their concerns regarding fire safety including, but not limited to, the <br />"balance of payments" relative to mutual aid, effects of increased density on <br />fire fighting, the need to locate homes more quickly, adequate manpower for <br />the Fire Department, and aggressive enforcement of the Fire Code, particularly <br />in regard to hotels, multiple residences and older buildings. <br /> <br />RECESS <br />RECONVENED <br /> <br />At 3:04 p.m. the Council recessed <br />and reconvened at 3:20 p.m. in the <br />Council Cha~ers, 22 Civic Center <br />Plaza. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the Invocation was <br />given by Alfred C. Serrato. <br /> <br />CONSENT CALENDAR The following items were removed from <br />ITEMS REMOVED the Consent Calendar: 3C, 12A, 12B, <br /> 13A, 13B, 16C, and 16D. Mr. Nick <br />Oprian, a member of the public, requested that Item 16E be removed. <br /> <br />CONSENT CALENDAR <br />STAFF RECOMMENDATIONS <br />APPROVED <br /> <br />MOTION was made by Acosta, seconded <br />by Luxembourger, to approve the <br />staff recommendations on the following <br />Consent Calendar items: <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Acosta, Bricken, Griset, Luxembourger, Markel, <br /> McGuigan, Serrato <br />None <br />None <br /> <br />BIO CALLS <br /> <br />Approved plans and specifications and <br />authorized advertisement for bids on <br />the following: <br /> <br />SPEC 81-010 - One 17-Ft.
