MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />June 8, 1981 <br /> <br />The meeting was called to order at 3:41 p.m. by Mayor Bricken in Room 831, <br />City Hall, 20 Civic Center Plaza. Councilmembers present were John Acosta, <br />R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, Alfred C. <br />Serrato, and Mayor Gordon Brickeno Also present were City Manager A. J. <br />Wilson, Assistant City Attorney Richard E. Lay, Clerk of the Council <br />Janice C. Guy, and a member of the press. Councilmember Daniel E. Griset <br />arrived at 3:54 p.m. <br /> <br />ORAL COMMUNICATIONS Following his invocation, the <br />MAYOR BRICKEN Mayor informed Councilmembers <br /> he would be leaving the City <br /> June 8 to attend the United <br />States Conference of Mayors in Louisville, and then would be on vacation <br />until July 1. He then summarized the events that had transpired during <br />his recent trip to Washington when he met with President Reagan and staff <br />for a briefing on the Administration's policy proposal relative to Block <br />Grants. <br /> <br />1981-82 PRELIMINARY The City Manager reviewed 1981-82 <br />BUDGET FORMAT REVIEW City Budget summaries of programs, <br /> revenues and expenditures; noted <br /> that departmental summaries now <br />encompass all activities undertaken by a particular department; explained <br />that his ultimate objective was a cost-center oriented budget which demon- <br />strates specific program costs, and responded to Councilmembers' questions. <br />No action was taken.
