<br />RESOLUTION NO. 82-37 <br />PAGE SIX <br /> <br />occurs in the manner and at the time it can be <br />accommodated. The Project's role in promoting <br />regional growth is relatively small in a regional <br />context. This growth is consistent with regional <br />growth forecasts for the area. <br /> <br />. <br /> <br />Section 3. The Commission has evaluated all comments, <br />written and oral, received from persons who have reviewed <br />the Draft EIR. Comments and responses concerning the Draft <br />EIR, including those made by the public and the Council and <br />Commission at the public hearing, are incorporated herein as <br />part of the record and the Final EIR. <br /> <br />Section 4. The Commission hereby finds that significant <br />environmental effects have been reduced to an acceptable <br />level in that all significant environmental effects have <br />been eliminated or substantially lessened.
