The Project's role in promoting <br />regional growth is relatively small in a regional <br />context. The Commission has evaluated all comments, <br />written and oral, received from persons who have reviewed <br />the Draft EIR. Comments and responses concerning the Draft <br />EIR, including those made by the public and the Council and <br />Commission at the public hearing, are incorporated herein as <br />part of the record and the Final EIR. <br /> <br />Section 4.
