<br />RESOLUTION NO. 82-34 <br />PAGE'lWO <br /> <br />. <br /> <br />NOW THEREFORE, THE REDEVELOPMENT COMMISSION OF THE <br />CITY OF SANTA ANA DOES RESOLVE AS FOLLOWS: <br /> <br />Section 1. The Commission hereby certifies that the <br />Final Environmental Impact Report for the Santa Ana South <br />Harbor Boulevard/Fairview Street Redevelopment Project has <br />been completed in compliance with the California <br />Environmental Quality Act, the State CEQA Guidelines and <br />local procedures, and that the Commission has reviewed and <br />considered the information contained in the Final <br />Environmental Impact Report. <br /> <br />. <br /> <br />Section 2. The Commission hereby finds on the basis of <br />the F~nal EIR that the proposed Project will not have <br />significant effects on the natural or biological environment <br />and that changes or alterations have been required in, or <br />incorporated into, the Project which mitigate or avoid the <br />potentially significant effects on the man-made and physical <br />environment identified in the Final EIR and listed below: <br />(1) Land Use Impact; (2) Traffic Impact; (3) Air Quality <br />Impact; (4) Noise Impact; (5) Energy Impact; (6) Business <br />Relocation Impact; (7) Municipal Fiscal Impact; (8) <br />Resources Impact; and (9) Growth-inducing Impact. This <br />finding is based upon information contained in the Final EIR <br />and by the following statement of facts: <br /> <br />(a) The purpose of the proposed Redevelopment Plan <br />represents an intensification of development in the <br />Project Area and the elimination of blighting and <br />undesirable land uses. This impact cannot be pre- <br />vented without preventing development in the Project <br />Area. The proposed Redevelopment Plan is consistent <br />with the General Plan for the City of Santa Ana and <br />is a mechanism permitting the implementation of <br />portions of the General Plan. <br /> <br />. <br /> <br />(b) The public improvements contained in the proposed <br />Redevelopment Plan mitigate certain potential specific <br />traffic impacts stemming from implementation of the <br />proposed Project and are also intended to alleviate <br />certain existing traffic problems within the Project <br />Area. However, other existing traffic conditions <br />within and without the Project Area and the jurisdic- <br />tion of the City of Santa Ana preclude the Commission's <br />and the City's ability to assure that some adverse <br />traffic impacts will not occur as a result of the <br />Project. This is so given the regional nature of these <br />problems as they relate to already adverse conditions <br />
