RESOLUTION NO. 82-34 PAGE FIVE . revitalize the Project Area in accordance with the objectives of the Redevelopment Plan and to conserve existing uses. (j) The proposed Redevelopment is specifically intended to provide for the orderly growth of Santa Ana in accordance with the City's General Plan. Mitigation measures are provided in the City's development ordinances to insure that development occurs in the manner and at the time it can be accommodated. The Project's role in promoting regional growth is relatively small in a regional context. This growth is consistent with regional growth forecasts for the area. Section 3. The Commission has evaluated all comments, written and oral, received from persons who have reviewed the Draft EIR. Comments and responses concerning the Draft EIR, including those made by the public and the Council and Commission at the public hearing, are incorporated herein as part of the record and the Final EIR. . Section 4. The Commission hereby finds that significant environmental effects have been reduced to an acceptable level in that all significant environmental effects have been eliminated or substantially lessened. Based on the foregoing, the Commission finds and determines that the Santa Ana South Harbor Boulevard/Fairview Street Redevelopment Project will not have an adverse effect upon the environment. Section 5. The Commission hereby finds that, based on the Final EIR and/or other information contained in the record, its action to approve and carry out the Redevelopment Plan is supported for the following reasons. The Redevelopment Plan will result in the: ( 1) ( 2) Elimination of blight. Creation of new employment opportunities. (4 ) Encouragement of uniform and consistent land use patterns. Encouragement of private commercial/ industrial rehabilitation, development and capital investment. (3 ) . (5 ) Implementation of the updated General Plan.
