RESOLUTION NO. 82-31 PAGE SIX Section 3. The Commission has evaluated all comments, written and oral, received from persons who have reviewed the Draft EIR. Comments and responses concerning the Draft EIR, including those made by the public and the Council and Commission at the public hearing, are incorporated herein as part of the record and the Final EIR. . Section 4. The Commission hereby finds that significant environmental effects have been reduced to an acceptable level in that all significant environmental effects have been eliminated or substantially lessened. Based on the foregoing, the Commission finds and determines that the Santa Ana North Harbor Boulevard Redevelopment Project will not have an adverse effect upon the environment. Section 5. The Commission hereby finds that, based on the Final EIR and/or other information contained in the record, its action to approve and carry out the Redevelopment Plan is supported for the following reasons. The Redevelopment Plan will result in the: . (1) (2 ) (3 ) (4 ) (5 ) (6 ) (7 ) . (8) (9) Elimination of blight. Creation of new employment opportunities. Encouragement of uniform and consistent land use patterns. Encouragement of private commercial/ industrial rehabilitation, development and capital investment. Implementation of the updated General Plan. Encouragement of highest and best use of available land consistent with the updated General Plan. Improvement of market potential through creation of a uniform commercial character along Harbor Boulevard. Development of a major business park bordering the existing willowick Golf Course. Development of vacant or under utilized industrial land.
