MINUTES OF THE SPECIAL MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />June 22, 1981 <br /> <br />The joint meeting of the Santa Ana City Council and Housing Authority was <br />called to order by Vice Mayor Luxembourger at 4:40 p.m. in Room 831, City <br />Hall, 20 Civic Center Plaza. Councilmembers present were John Acosta, <br />J. Ogden Markel, Patricia A. McGuigan and Vice Mayor R. W. Luxembourger. <br />Also present were City Manager A. J. Wilson, City Attorney Edward J. <br />Cooper, Clerk of the Council Janice C. Guy and four members of the Santa <br />Ana Housing Commission. Councilmembers Alfred C.
