MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />June 30, 1981 <br /> <br />The joint meeting of the Santa Ana Unified School District Board and <br />Santa Ana City Council was called to order at 4:12 p.m. by Mary Pryor, <br />President of the School Board, in the Orange Room, Saddleback Inn, <br />1600 E. 1st Street, Santa Ana. City Councilmembers present for the roll <br />call were Daniel E. Griset, Robert W. Luxembourger, J. Ogden Markel, <br />Patricia A. McGuigan, and Mayor Gordon Bricken. Also present were City <br />Attorney Edward J. Cooper, City Manager A. J. Wilson, and Clerk of the <br />Council Janice C. Guy, as well as School Superintendent Howard Harrison, <br />members of the School District and City Staffs, a representative of the <br />press, and the public. Councilmembers John Acosta and Alfred C. Serrato <br />arrived at 4:14 p.m. and 4:56 p.m. respectively. <br /> <br />ADMINISTRATIVE Dr. Harrison, Superintendent, Santa <br />OVERVIEWS Ana Unified School District, gave a <br /> slide presentation demonstrating <br /> the growth and distribution of the <br />school population. He discussed pupil ethnic/racial composition which <br />was impacting delivery of education services, citing particularly the <br />growing number of Limited English Proficiency students. A. J. Wilson, <br />City Manager, summarized features of the City's physical make-up, in <br />particular age and composition of its neighborhoods, and transportation <br />corridors, which affect the City's daytime and resident populations which <br />in turn impinge on the School population. He also spoke on programs the <br />City had sponsored in regard to housing, among them more stringent Code <br />enforcement, loan subsidy programs, and neighborhood Housing Services. <br /> <br />OVERCROWDING Council and School Board members dis- <br />NEW SCHOOL SITES cussed the issue of overcrowding and <br /> methods of relieving the problem. <br /> The negative image of the Santa Aha <br />schools and its impact on the community, and the relatively low level of <br />income for significant segments of the Santa Ana population were additional <br />topics of discussion. Proposed as possible solutions to the need for new <br />schools to house the increasing student population were mobile classrooms <br />and leasing property rather than buying. Specific discussion regarding <br />new school sites was deferred pending a recommendation from the School <br />Board's Advisory Committee, although mention was made that "schools need <br />to be where the children are." <br /> <br />The meeting concluded with an avowal of cooperation between the agencies <br />concerning mutual problems; interest was expressed in another joint <br />meeting in approximately three months, <br /> <br />RECESS The Council and School Board recessed <br /> to dinner at 6:10 p.m. Councilmember <br /> Markel left the meeting at 6:15 p.m., <br /> and Councilmember Acosta and Mayor <br />Bricken left the meeting at 7:04 p.m. ~ <br />ADJOURNMENT At 7:30 p.m., the meeting was adjourned <br /> by unanimous informal consent. <br /> <br />CITY COUNCIL MINUTES 200 JUNE 30, 1981 <br /> <br /> <br />
