MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />July 13, 1981 <br /> <br />The meeting was called to order by Mayor Bricken at 3:38 p.m. in Room 831, <br />City Hall, 20 Civic Center Plaza, Santa Ana. Councilmembers present were <br />John Acosta, Daniel E. Griset, Robert W. Luxembourger, J. Ogden Markel, <br />Patricia A. McGuigan, and Mayor Gordon Bricken. Also present were City <br />Manager A. J. Wilson, City Attorney Edward J. Cooper, Clerk of the Council <br />Janice C. Guy and several staff members. Councilmember Alfred C. Serrato <br />was absent. <br /> <br />EXECUTIVE SESSION <br /> <br />The Council immediately recessed to <br />Executive Session and reconvened at <br />3:58 p.m. <br /> <br />BUDGET DISCUSSION The City Manager initiated the review <br />POLICE DEPARTMENT of the Police budget, and stated that <br /> if additional dollars were available, <br /> he would recommend reinstating six <br />Public Service Officers in the Patrol Section and two Police Officers <br />Assigned in the Traffic Section. Councilmembers expressed concerns rela- <br />tive to various aspects of police operations, particularly Traffic and <br />Patrol. <br /> <br />The City Manager was asked by the Mayor how additional monies, in incre- <br />ments of $100 thousands, would be allocated to police services if no <br />budget constraints existed, and by Councilmember Acosta, the cost of <br />fifteen additional sworn patrol officers. Councilmembers discussed the <br />need to examine objectives and priorities for the Police Department, <br />and questioned whether an insurance (more police) or an investment (more <br />amenities to help prevent crime) strateg~ should be followed relative to <br />public safety in general. <br /> <br />ADJOURNMENT By unanimous informal consent, the <br /> Council adjourned to 8:00 a.m., <br /> Saturday, July 18 in Room 831, City <br /> Hall, 20 Civic Center Plaza for the <br />purpose of continued budget discussion. <br /> <br />CITY COUNCIL MINUTES 219 JULY 13, 1981 <br /> <br /> <br />
