MINUTES OF THE REGULAR MEETING

<br />SANTA ANA, CALIFORNIA

<br />August 17, 1981
<br />
<br />The meeting was called to order by Mayor Bricken at 2:00 p.m. in the
<br />City Council Chambers, 22 Civic Center Plaza. Councilmembers present
<br />were John Acosta, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel,
<br />Patricia A. McGuigan, Alfred C. Serrato, and Mayor Gordon Bricken. Also
<br />present were City Manager A. J. Wilson, City Attorney Edward J. Cooper,
<br />and Clerk of the Council Janice C. Guy.

<br />PLEDGE OF ALLEGIANCE
<br />
<br />Following the Pledge of Allegiance
<br />to the Flag, the Invocation was
<br />given by Counciln~mber McGuigan.
<br />
<br />AGENDA ORDER The City Manager explained that the
<br />SOUTH COAST PLAZA AREA Transportation Advisory Committee
<br />TRANSPORTATION STUDY had requested the matter of the SOuth
<br />REFERRED BACK TO TRAC Coast Plaza Area Transportation Study
<br /> be referred back to TRAC for further
<br />study. The Director of Transportation introduced Mr. Herman Basmaciyan,
<br />one of the consultants responsible for preparation of the study, who pre-
<br />sented an overview and answered questions posed by Council.
<br />
<br />Following discussion, by unanimous informal consent, the study was referred
<br />back to the TRAC Committee for further review and report back to Council.

<br />ORAL COMMUNICATION Councilmember Markel brought to
<br />MARKEL - 3RD ST. PARKING Council's attention the recent parking
<br />SET FOR CONSIDERATION 9/8/81 changes on Third Street, stating that
<br /> the businesses in that area were being
<br />negatively impacted because of the removal of parking.
<br />
<br />Following consideration of a report to the City Manager from the Director
<br />of Transportation, dated August 14, 1981, regarding "Transportation Advisory
<br />Committee's Action on Third Street," the matter was set for consideration
<br />on September 8, 1981, by unanimous informal consent. CA 84.3
<br />
<br />CM REPORT ON The City Manager presented a report
<br />DEPT. OF DEV. SERVICES on Developmental Services - Goals,
<br />NO ACTION Objectives and Performance Standards
<br /> to the Council. The Chief of Plan-
<br />ning and Zoning presented an overview of changes which had been made to
<br />accelerate project processing time and answered questions posed by Council.
<br />No action was taken on the matter. CA 78

<br />
<br />The Council recessed at 3:03 p.m.,
<br />and reconvened at 3:12 p.m. with all
<br />members present, except Councilmember
<br />Griset.
