Vernamay LeBlanc Studley, 2818 S. Parton, expressed her concern re- garding the increase in her water bill. Following discussion, decision was made by unanimous informal consent to refer the CA 12.3 ORAL COMMUNICATION DAVID STONE - COMPLAINT RE: SALVATION ARMY LIGHT- ING - REFERRED TO CM David P. Stone, 1709 W. Berkeley, expressed his concern regarding Variance No. 79-22 relative to the lighting located on the Salvation Arn~y's property. Following discussion, decision was made by unanimous informal consent to refer the matter to the City Manager for appropriate action. CA 29.3 ORAL COMMUNICATION Councilmember Markel questioned MARKEL - 1606 S. MAIN the legality and inspections pro- cess relative to the operation located at 1606 S. Main. The Mayor related that the City Attorney had assured Council that the owners of the operation are in compliance with all laws involved, and that a further report is in progress. CA 78 ORAL COMMUNICATION Councilmember Serrato requested SERRATO - CATV that Council consider deleting SECTION C.I.I. - DELETED question C.I.I. from the CATV questions, since he felt the matter should be more appropriately pursued in negotiations with the fran- chisee. Following discussion, decision was made by unanimous informal consent to approve the request. CA 130.4 ORAL COMMUNICATIONS Councilmember Acosta requested ACOSTA - BIDDING BY that the following suggestions LOCAL FIRMS, DEPT. EVAL. be taken into consideration to CARDS - REFERRED TO CM improve City processes and pro- cedures: 1) review of bidding procedures to find a means to encourage more participation by local firms, and 2) development of a department evaluation card for the public to com- ment and make suggestions on City services. Following discussion, decision was made by unanimous informal consent to refer said suggestions to the City Manager. CA 89 CA 151 ORAL COMMUNICATION MOTION was made by Griset, GRISET - EXPEDITE seconded by Luxembourger, to TRANS. TERMINAL PROJ. direct the Mayor and the City APPROVED Manager to take whatever actions are necessary to ameliorate the delay caused by the Department of Interior to the Orange County Transpor- tation Terminal.
