MINUTES OF THE SPECIAL MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />September 21, 1981 <br /> <br />At 1:10 p.m., the Special Meeting of the Santa Ana City Council was called <br />to order by Mayor Bricken in Room 147, Council Chambers, 22 Civic Center <br />Plaza. Councilmembers present were John Acosta, R. W. Luxembourger, <br />Patricia A. McGuigan, and Mayor Gordon Bricken. Also present were City <br />Manager A. J. Wilson, City Attorney Edward J. Cooper, Clerk of the Council <br />Janice C. Guy, Museum Director Reilly Rhodes, and a member of the press. <br />Councilmembers J. Ogden Markel, Daniel E. Griset, and Alfred C. Serrato <br />arrived at 1:12 p.m., 1:14 p.m., and 1:25 p.m., respectively. <br /> <br />WORK STUDY SESSION The Mayor explained that this <br />BOWERS MUSEUM study session was the first of <br /> a series, which would be held <br /> prior to each regular Council <br />meeting. The series will include review of specific activities of in- <br />dividual departments, and other subjects requiring more in-depth study <br />than normally permissible during regular Council meetings. <br /> <br />The Mayor then explained that the former Council had authorized expansion <br />of the Museum and that the ultimate goal is a facility privately operated <br />and less reliant on public funds. <br /> <br />The City Manager outlined the structure of the groups involved in the <br />Museum expansion program. He explained that the Board of Trustees was <br />responsible for operations; the Foundation was in charge of building <br />development including plans and construction; and the Development Com- <br />mittee was responsible for raising funds sufficient for building construc- <br />tion and an endo~m~ent fund. The Manager stated that when the new building <br />is completed, management of the Museum will be turned over to a new Board <br />of Directors composed of three members nominated by the City Council <br />and six nominated by the Foundation members or Museum Director. <br /> <br />The Museum Director reviewed the time frame for development, indicating <br />some delay in the projected schedule due to the need to avoid having two <br />simultaneous major donor campaigns (the Music Center effort is already <br />under solicitation.) He explained the project had required definition <br />and clarification of the roles and responsibilities of the groups involved <br />in the expansion program. The Director further stated that top corporate <br />leaders of Orange County are involved in the Museum's funding campaign. <br />He then responded to Councilmembers' questions. <br /> <br />ADJOURNMENT <br /> <br />At 1:57 p.m., the Mayor declared <br />the meeting adjourned. <br /> <br />~cil~anlce C'.
