Council recessed at 9:05 p.m., and reconvened at 9:29 p.m., with all members <br />present. <br /> <br />Following discussion MOTION was made by Luxembour§er, seconded by McGuigan, <br />to: <br /> <br />1) <br /> <br />Limit on-street parking to one hour on Harbor Boulevard <br />from 9:00 a.m. to 4:00 p.m., Monday through Saturday; with <br />no parking between 7:00 and 9:00 a.m., and between 4:00 <br />and 6:00 p.m.; no restrictions on Sunday parking; with <br />limited parking and appropriate zones for loading, as <br />determined to be necessary for businesses; <br /> <br />2) Instruct staff to work with the Orange County Transit Dis- <br /> trict to arrange for bus bays along Harbor Boulevard; and <br /> <br />3) Form a committee comprised of businessmen from the affected <br /> area to work with City staff on this matter. <br /> <br />Councilmember McGuigan suggested that the motion be amended to limit the <br />parking restrictions' effective period to 18 months, with the option to <br />extend the time as dictated by development and growth in the area.
