Council recessed at 9:05 p.m., and reconvened at 9:29 p.m., with all members <br />present. <br /> <br />Following discussion MOTION was made by Luxembour§er, seconded by McGuigan, <br />to: <br /> <br />1) <br /> <br />Limit on-street parking to one hour on Harbor Boulevard <br />from 9:00 a.m. to 4:00 p.m., Monday through Saturday; with <br />no parking between 7:00 and 9:00 a.m., and between 4:00 <br />and 6:00 p.m.; no restrictions on Sunday parking; with <br />limited parking and appropriate zones for loading, as <br />determined to be necessary for businesses; <br /> <br />2) Instruct staff to work with the Orange County Transit Dis- <br /> trict to arrange for bus bays along Harbor Boulevard; and <br /> <br />3) Form a committee comprised of businessmen from the affected <br /> area to work with City staff on this matter. <br /> <br />Councilmember McGuigan suggested that the motion be amended to limit the <br />parking restrictions' effective period to 18 months, with the option to <br />extend the time as dictated by development and growth in the area. The <br />maker of the motion agreed to the amendment. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Acosta, Bricken, Luxembourger, Markel, McGuigan, Serrato <br />Griset <br />None <br /> <br />Councilmember Acosta requested that an effort be made by staff to ensure that <br />the Harbor Boulevard businessmen clearly understand the actions taken herein, <br />and to improve communications with the business community. CA 82.8 <br /> <br />FRENCH PARK HISTORIC DISTRICT The Chief of Planning gave the staff <br />NEW BOUNDARIES DEFINED & APPROVED; report and recommendations. <br />GUIDELINES APPROVED~ INTENT TO <br />REZONE APPROVED The Clerk of the Council reported <br /> six letters in favor of the French <br />Park Historic District, and one letter in opposition. <br /> <br />The following persons spoke with regard to the proposed French Park Historic <br />District: <br /> <br />Joseph Vogel, 916 Garfield <br />James Loomis, 1616 E. 17th <br />Robert Hardman, 1617 E. 17th <br />Letitia Smith, lOth & Bush <br />Charles Wheeler, 802 French Street <br />Don Osen, 323-327 E.
