MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />December 7, 1981 <br /> <br />The meeting was called to order by Mayor Bricken at 1:05 p.m., in the <br />City Council Chambers, 22 Civic Center Plaza. Councilmembers present <br />were Daniel E. Griset, R.W. Luxembourger, J. Ogden Markel, and Mayor <br />Gordon Bricken. Also present were City Manager A. J. Wilson, City <br />Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. <br />Councilmembers Patricia A. McGuigan and Alfred C. Serrato joined the <br />meeting at 1:20 p.m., and 1:22 p.m., respectively. Councilmember Acosta <br />was excused from the meeting by unanimous vote of Council. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the Invocation was <br />given by Mayor Bricken. <br /> <br />MOMENT OF SILENCE Councilmember Markel requested <br /> that the Council and members of <br /> the audience take a few moments <br /> to remember former City Manager <br />Carl J. Thornton, who had recently passed away. Mayor Bricken announced <br />that the Council meeting would be recessed in memory of the former City <br />Manager. <br /> <br />WORK STUDY SESSION Dr. Richard Andrews, Project <br />CALIFORNIA EARTHQUAKE PROJ. Director for the Southern <br /> California Earthquake Prepared- <br /> ness Project, addressed Council, <br />stating that the goal of the project was to stimulate preparedness for <br />predicted or unpredicted earthquakes in the five-county southern California <br />region located along the San Andreas fault.
