PUBLIC HEARING - GENERAL PLAN The Mayor opened the public <br />AMEND, NO. 81-1; RES. #81-162 - hearings of General Plan Amend- <br />A.A. #861 - 4810 WESTMINSTER AVE. ment No. 81-1, and Amendment <br />REFERRED BACK TO PLANNING COMM. Application No. 861 filed by <br /> River City Development Co., to <br />rezone property at 4810 Westminster Avenue from the C2 (General Commercial), <br />C5 (Arterial Commercial) and R1 (Single Family Residential) Districts to <br />the R3 (Medium Density Multiple-Family Residential) District. <br /> <br />The Chief of Planning presented the staff report and recommendations. <br /> <br />Mr. VerLyn Jensen, attorney representing the applicant, requested that <br />River City Development Company be permitted to amend its application <br />from R3 (Medium Density Multiple-Family Residential) District to R3-SD <br />(Specific Design). <br /> <br />There were no other speakers on the matter. The Mayor closed the public <br />hearing. <br /> <br />Following discussion, MOTION was made by McGuigan, seconded by Luxembourger, <br />to grant the request of the applicant and to refer the amended application <br />to the Planning Commission. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset, Luxembourger, Markel, McGuigan, <br /> Serrato <br />None <br />Acosta <br /> <br />No action was taken on General Plan Amendment No. 81-1/Resolution No. 81-162 <br />or Ordinance No. NS-1606. CA 10 <br /> CA 78.3 <br /> <br />ORD. NO. NS-1613 - <br />AMENDING ORD. NO. NS-1600 <br />CONTINUED TO 1/4/82 <br /> <br />MOTION was made by Griset, <br />seconded by Serrato, to place <br />the following ordinance on <br />first reading and authorize <br />publication of title: <br /> <br />ORDINANCE NO. NS-1613 - AN ORDINANCE OF THE CITY OF <br />SANTA ANA AMENDING ORDINANCE NO. NS-1600 TO PROVIDE <br />FOR AN EXCEPTION FROM SAID ORDINANCE FOR ANY PRO- <br />POSED DEVELOPMENT FOR WHICH DEVELOPMENT PLANS HAVE <br />BEEN SUBMITTED PRIOR TO THE DATE OF ADOPTION THERE- <br />OF. <br /> <br />The following persons spoke against the adoption of Ordinance No. NS-1613: <br /> <br />Hal Thomas, 936 W. 18th Street, Santa Ana Historic Trust <br />David Fraunfelder, 819 N.
