MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />February 16, 1982 <br /> <br />The meeting was informally convened at 1:09 p,m., in Room 147, City Council <br />Chambers, 22 Civic Center Plaza. Councilmembers present were John Acosta, <br />R. W. Luxembourger, J. Ogden Markel, Patricia A. McGuigan, Alfred C. <br />Serrato, and Mayor Gordon Bricken. Also present were City Manager A. J. <br />Wilson, City Attorney Edward J. Cooper, and Clerk of the Council Janice <br />C. Guy. Councilmember Daniel E. Griset joined the meeting at 1:14 p.m. <br /> <br />CONTRACT STREET SWEEPING Mr. James L. Swatzel, Street <br />WORK STUDY SESSION Division Superintendent, pre- <br /> sented a report on the City's <br /> street cleaning program, aug- <br />mented by a slide presentation which demonstrated problems related to <br />street sweeping in Santa Aha. He also cited difficulties in obtaining <br />accurate cost comparisons between in-house street cleaning and contract- <br />ual street cleaning. Mr. Swatzel stated that, in his opinion, in-house <br />street cleaning provided superior results to contractual street cleaning, <br />which suffers such deficiencies as sweepers going too fast, poor opera- <br />tor supervision, little interest in the City being cleaned on the part <br />of contract personnel, and a slow response to extraordinary cleaning <br />requirements. He recommended that the City continue its present street <br />cleaning program and move forward in relocating parking restriction <br />signs from the pilot area to high density residential and apartment <br />complex areas where cleaning streets is a definite problem. After a <br />short discussion period, the Council agreed by unanimous informal consent <br />to continue consideration of this matter at its March 1, 1982, meeting. <br /> CA 29.11 <br /> <br />COUNCIL WORKSHOP SESSION The City Manager introduced Mr. <br /> Hugh Davenport, the seminar <br /> leader for the Council meeting <br /> of Saturday, February 20, 1982. <br />Mr. Davenport explained that the Council would be working in the areas of <br />team building and communications, with the objective of improving communica- <br />tions and ultimately, decisions. He further explained he planned to meet <br />individually with each Councilmember prior to Saturday's meeting. <br /> <br />8TH FLOOR REMODELING <br /> <br />consent of Council. <br /> <br />Due to the short time remaining <br />for the work study session, the <br />eighth floor remodeling was <br />continued by unanimous informal <br /> <br />Council recessed at 1:55 p.m., and re¢onvened in the Council Chambers at <br />2:07 p.m., with the same members present. <br /> <br />INVOCATION <br />PLEDGE OF ALLEGIANCE <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the Invocation was <br />given by Councilmember McGuigan. <br /> <br />CITY COUNCIL MINUTES 52 FEBRUARY 16, 1982 <br /> <br /> <br />
