MINUTES OF THE ADJOURNED REGULAR <br />MEETING OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />March 8, 1982 <br /> <br />The meeting was called to order by Mayor Gordon Bricken at 2:06 p.m., in Room <br />147, Council Chambers, 22 Civic Center Plaza. Councilmembers present were <br />John Acosta, Daniel E. Griset, J. Ogden Markel, and Mayor Gordon Bricken. <br />Also present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, <br />and Clerk of the Council Janice C. Guy. Councilmember$ R. W. Luxembourger, <br />and Alfred C. Serrato joined the meeting at 2:15 p.m. and 2:49 p.m. re- <br />spectively. Councilmember Patricia A. McGuigan was absent. <br /> <br />WORK STUDY SESSION Mr. Rex Lotery, Urban Designer, <br />PROGRESS REPORT-DOWNTOWN presented an overview of a pro- <br />URBAN IMPROVEMENT PLAN posed plan to improve the down- <br /> town urban area. Among the im- <br />provements proposed are better linkages between the Civic Center and down- <br />town area, a new paving surface for Fourth Street, new traffic lighting, a <br />mercado in the neighborhood of Fourth and French Streets, and parkway trees <br />to improve the streetscape. The plan will be submitted to appropriate City <br />Boards and Commissions and downtown businessmen for review and comments, <br />and will be returned to Council on or about April 15, 1982. Construction <br />of the improvements is scheduled to begin in September, 1982. CA 82 <br /> <br />SIGN STANDARDS The Director of Planning and <br /> Development Services introduced <br /> a comprehensive sign program <br />designed to carry through the City's adopted goals and objectives. He ex- <br />plained that the City's current ordinance relating to signs had been primar- <br />ily designed by sign companies and that the ordinance being proposed was <br />designed to meet criteria related to visual perception and traffic speeds. <br />The program was being presented for Council's preliminary review, to be <br />followed by submission to the Planning Commission and other appropriate <br />City boards, as well as community and business groups for their inputs. <br />After a 60-90 day review, the sign ordinance should be returned to Council <br />for its consideration. CA 18.3 <br /> <br />8TH FLOOR REMODELING The City Manager reviewed a <br /> plan for remodeling the 8th <br /> floor which included Council- <br />members' specific requests relative to redesign of the floor, and responded <br />to Councilmembers' questions. Following discussion and a decision to re- <br />locate the doorway to the Manager's conference room from the south wall to <br />the east wall of that room, the Council, by unanimous informal consent <br />with Councilmember Markel dissenting, approved the plan in concept. The <br />City Manager was requested to provide detailed remodeling costs.
