MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA, CALIFORNIA <br /> <br />April 19, 1982 <br /> <br />The meeting was called to order by Mayor Gordon Bricken at 1:11 p.m., <br />in Room 147, Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were Daniel E. Griset, J. Ogden Markel, Patricia A. McGuigan, <br />Alfred C. Serrato, and Mayor Gordon Bricken. Also present were City <br />Manager A. J. Wilson, City Attorney Edward J. Cooper, and Clerk of <br />the Council Janice C. Guy. Councilmembers John Acosta and R. W. <br />Luxembourger joined the meeting at 1:14 p.m. and 1:41 p.m., respective- <br />ly. <br /> <br />BUDGET PROGRAMMING <br />COUNCIL STUDY SESSION <br /> <br />year 1982-83. <br /> <br />The City Manager polled the <br />Councilmembers for their <br />opinions on funding levels for <br />major City programs for fiscal <br /> <br />Councilmembers then commented on specific program activities. Councilmember <br />Acosta expressed his concern with the efficiency of the Computerized Traffic <br />Signal program. Councilmember McGuigan stressed the need for additional <br />resources for the Transportation, Police, and Fire Departments, caused by <br />the development of high rise buildings. She also noted that additional funds <br />should be allocated to Disaster Services. By unanimous informal consent, <br />the Council agreed to discuss Disaster Services at a future study session. <br /> <br />The Mayor mentioned the need for financing and restoration of the City's <br />street lights, the possibility of a tax override to produce more funds <br />for the paramedic function, the need for the City to take a coordinating <br />role in community resources and emergency housing activities, and <br />encouragement of private sector involvement in development of the Santa <br />Ana Zoo, Library, and Bowers Museum. <br /> <br />Councilmember Serrato expressed the need for a better balance in the <br />City's housing, stating that Santa Ana possessed more than enough low <br />income housing at this point. He also indicated a need for increased <br />maintenance of storm drains. <br /> <br />The Council recessed at 1:51 p.m., and reconvened in the Council Chambers <br />at 2:03 p.m., with the same members present. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />Following the Pledge of <br />Allegiance to the Flag, the <br />Invocation was given by <br />Councilmember Luxembourger. <br /> <br />CITY COUNCIL MINUTES <br /> <br />121 <br /> <br />April 19, 1982 <br /> <br /> <br />
