MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL <br /> OF THE CITY OF SANTA ANA <br /> <br />June 15, 1982 <br /> <br />The meeting was called to order by Mayor Gordon Bricken at 7:45 p.m., in the <br />City Council Chambers, 22 Civic Center Plaza. Councilmembers present were <br />John Acosta, Daniel E. Griset, R. W, Luxembourger, J. Ogden Markel, Patricia <br />A. McGuigan, and Mayor Gordon Bricken. Also present were City Manager A. J. <br />Wilson, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. <br />Guy. Councilmember Alfred C. Serrato was absent on vacation. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />Following the Pledge of Allegiance <br />to the Flag, the Invocati.on was <br />given by Mayor Bricken. <br /> <br />JT. PUBLIC HEARING <br />PROPOSED REDEV. PLAN & DRAFT <br />EIR FOR N HARBOR/FAIRVIEW ST <br />REDEV. PROJ - RES NOS. 82-78; <br />82-79; 82-80 - ADOPTED - ORD. <br />NO. NS-1637 - l~& <br />PUBLICATION OF TITLE <br /> <br />He then introduced the Spanish translator <br />giving testimony at the hearing. <br /> <br />The Mayor called the joint hearing <br />hearing of the Redevelopment Com- <br />mission and City Council, convened <br />to consider the adoption o~ the Re- <br />development Plan for Santa Ana North <br />Harbor Boulevard/Fairview Street <br />Project and Draft Environmental <br />Impact Relating Thereto, to order. <br />and explained the procedures for <br /> <br />The Clerk of the Council called the roll. Councilmembers present were: <br />John Acosta, Daniel E.. Griset, R. W. Luxembourger, J. Ogden Markel, Patricia <br />A. McGuigan, and Mayor Gordon Bricken. Redevelopment Commissioners present <br />were: Dolores Burton, John M. Coil, Ted Oessee, John Po Kane, R. Thomas <br />McLean, Alexander Nalle, and Robert Newcomb. Councilmember Alfred C. Serrato <br />was absent. <br /> <br />Redevelopment Commissioner Alexander Nalle disclosed he was a commercial <br />real estate broker involved in negotiating sale of property at 227 South <br />Harbor Boulevard, located within the project area, and asked the City Attorney <br />for an interpretation of any possible conflict of interest. The City Attorney <br />advised him that there would be a conflict, and that he should disqualify him- <br />self from participation. <br /> <br />Redevelopment Commissioner Nalle requested permission to be excused by the <br />jointly convened body and left the Chambers at 7:50 p.m. <br /> <br />The City Manager described the project area and explained the reasons for <br />initiating the project. <br /> <br />The City Attorney presented a Statement of Findings for adoption of the <br />Redevelopment Plan. <br /> <br />CITY COUNCIL MINUTES <br /> <br />187 JUNE 15, 1982 <br /> <br /> <br />
