MOTION was made by Griset, seconded by Luxembour§er, to place the following ordinance on first reading and authorize publication of title: ORDINANCE NO. PUBLIC HEARING PROPOSED REDEVELOPMENT PLAN & DRAFT EIR FOR SA SO.HARBOR/ FAIRVIEW ST. REDEV. PROJ. RES NOS. 82-81; 82-82; 82-83; ADOPTED; ORD. NS-1638 - 1ST READ & PUBLICATION OF TITLE The Mayor called the joint hearing of the Redevelopment Commission and City Council, convened to consider the adoption of the Redevelopment Plan for Santa Ana South Harbor 8oulevard/Fairview Street Redevelop- ment Project and Draft Environmental Impact Relating Thereto, to order. He then asked if there was anyone in need of Spanish translation assistance in the audience (no one requested assistance) and explained the procedures for giving testimony at the hearing. The Clerk of the Council called the roll. Councilmembers present were: John Acosta, Daniel E. Griset, R. W. Luxembourger, Patricia A. McGuigan, and Mayor Gordon Bricken. Redevelopment Commissioners present were: Dolores Burton, John M. Coil, John P. Kane, R. Thomas McLean, Alexander Nalle, and Robert Newcomb. Councilmembers J. Ogden Markel and Alfred C. Serrato were absent. The City Attorney presented a Statement of Findings for Adoption of the Re- development Plan. The City Manager summarized pertinent parts of the Report of the Commission to the City Council. There were no objections by anyone present, and the Report of the Commission including the Report and Recommendations of the Planning Commission was made a part of the record. Patrick Mann, representing the Arroyo Group, summarized the Draft Environ- mental Report. There were no objections by anyone present, and the Draft Environmental Impact Report, with the accompanying comments and responses, was made a part of the record as part of the Report of the Commission. The City Attorney summarized the Redevelopment Plan. There were no objections by anyone present, and the proposed Redevelopment Plan was made a part of the record.
