MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />July 6, 1982 <br /> <br />The meeting was called to order by Vice Mayor Luxembourger at 12:34 p.m., <br />in Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were John Acosta, Daniel E. Griset, Patricia A. McGuigan, J. Ogden <br />Markel, Alfred C. Serrato, and Vice Mayor R.W. Luxembourger. Also present <br />were City Manager A.J. Wilson, City Attorney Edward J. Cooper, and Clerk <br />of the Council Janice C. Guy. Mayor Gordon Bricken joined the meeting at <br />12:43 p.m. <br /> <br />1982-83 ANNUAL BUDGET The City Manager reported that <br />WORK STUDY SESSION the State had utilized a "reverse <br /> bailout" instead of a per capita <br /> formula for adjusting the <br />State budget which resulted in a slight upward adjustment to Santa Ana's <br />~redicted revenues. He stated that the City could anticipate an additional <br />152,000.00 in State subventions, to which could be added $148,000.00 from <br />the General Reserve fund. These additions would result in a Council con- <br />tingency fund total of $700,000.00. The Manager suggested that Council <br />might wish to replace the four firefighter positions, which had been cut <br />from the budget, from this fund, or augment the $400,000.00 which had been <br />cut from the Police personnel budget. <br /> <br />The City Manager recommended the Community Development Block Grant program <br />be modified as follows: Fund Orangewood in the amount of $91,000.00 from <br />unexpended '81 Reserves, and an additional $100,000.00 to be allocated <br />from future block grant programs for a total City commitment of $191,000.00; <br />and provide funding to the TLC Feedback Foundation in the amount of <br />$7,190.00, and Community Development Council in the amount of $8,000.00, <br />a total of $15,190.00, to be deducted from the CDBG contingency fund. <br /> <br />Following the Manager's report, Councilmembers posed specific questions <br />with regard to individual departmental budgets. <br /> <br />ADJOURNMENT <br /> <br />By unanimous informal consent, <br />the meeting was adjourned at <br />2:36 p.m. <br /> <br />CITY COUNCIL MINUTES <br /> <br />219 JULY 6, 1982 <br /> <br /> <br />
