<br />Public comments focused upon debris accumulation on the streets and sidewalks of the <br />business areas particularly South Main and South Bristol Streets. <br /> <br />Committee determination was that staff would prepare appropriate correspondence to <br />the business merchants to stress a clean up program for the street and sidewalk areas <br />adjacent to their properties. Committee determined that a work effort with the Chamber <br />of Commerce to develop a clean up campaign for the business community. <br /> <br />4. LOCOMOTIVE HORNS AND QUIET ZONES <br /> <br />Manuel Gomez provided the Committee with an update on the status of locomotive <br />horns and noise reduction issues associated with reducing the sound pollution caused <br />by the use of train horns adjacent to city's neighborhoods. He presented a series of <br />alternative strategies all of which ultimately must address the issue of liability as relates <br />to safety. If the city is willing to make certain improvements and accept a negotiated <br />liability strategy, then a sound attenuation program could be put into place. <br /> <br />Mr. Gomez determined that staff would need additional time to study both the liability <br />and railroad crossing improvements that would have to be put into place before the <br />Committee could make any serious policy input. <br /> <br />The item was continued to the next meeting. <br /> <br />5. PUBLIC COMMENTS <br /> <br />Evangeline Gawronski inquired if winter hours would be observed during the <br />enforcement of mobile vending ordinance. The issue will be referred to the City Council <br />for determination. <br /> <br />Dave Lopez commented that parking signs were disappearing on the Harbor Boulevard <br />corridor along with required off street parking for many of the automotive retail lots.
