MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />JULY 19, 1982 <br /> <br />The meeting was called to order by Mayor Gordon Bricken at 12:14 p.m., in <br />Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were John Acosta, J. Ogden Markel, Patricia A. McGuigan, and Mayor <br />Gordon Bricken. Also present were City Manager A. J. Wilson, City <br />Attorney Edward J. Cooper, Clerk of the Council Janice C. Guy, and <br />members of the City's Executive Management staff. Councilmembers Daniel <br />E. Griset, R. W. Luxembourger, and Alfred C. Serrato joined the meeting <br />at 12:29 p.m., 1:06 p.m., and 12:41 p.m., respectively. <br /> <br />SPECIAL PRESENTATION Councilmember John Acosta <br /> presented Mayor Gordon Bricken <br /> with a masonry trowel, an <br /> honorary certificate of <br />achievement, and a promotional T-shirt from the Mayors' Bricklaying <br />Contest held July 14 at the Orange County Fair, in which Councilmember <br />Acosta had participated as the Mayor's representative. Mayor Bricken <br />thanked Councilmember Acosta for his efforts on the Mayor's behalf. <br /> <br />1982-83 ANNUAL BUDGET The City Manager reviewed <br />WORK STUDY SESSION proposed adjustments to the <br /> preliminary budget in a report <br /> dated July 19, 1982; distributed <br /> an organizational chart <br />delineating departmental functions; and reviewed authorized full-time <br />positions budgeted for 1982-83. CA 65B <br /> <br />Councilmembers posed several questions with regard to the proposed ad- <br />justments, to which the City Manager and various Executive Management <br />staff responded. The Director of Planning and Development Services was <br />requested to provide: 1) performance measures of the workload in his <br />department, 2) code enforcement man-hours worked after 5:00 p.m., and <br />3) a status report on the compliance of the Minter house with the plans <br />which had been proposed for its reconstruction. <br /> <br />The City Manager explained that if the Council wished to provide the <br />Santa Ana Historic Trust with administrative funds, an adjustment of <br />$15,000.00 could be allocated from the Community Development Block Grant <br />Reserve Fund.
