<br />Joint Agreement for 800 MHz <br />Communications System <br />March 21, 2005 <br />Page 2 <br /> <br />participating agencies that join the system, combined City/County <br />contract reserve funds, and infrastructure contributions collected <br />annually as part of the backbone cost-sharing allocations. <br /> <br />The second key point states that contributions made to system upgrades <br />and infrastructure by participating agencies will be held in a County <br />account specifically designated for this purpose, or in a third-party <br />escrow account. The former method streamlines the administrative process <br />and reduces the costs associated with a third-party escrow account. <br /> <br />FISCAL IMPACT <br /> <br />The fiscal impact associated with this action remains the same as the <br />previous agreement as amended. The City's share of the backbone expense, <br />for FY 2004/2005 year is $238,756. The City's annual share will increase <br />no more than 2% per year until July 2008. At that time, the City's share <br />of the FY 2002/2003 backbone costs, which were initially borne by Orange <br />County, will be paid in full.
