<br />Starlight Baptist Church <br />Initial Study/Mitigated Negative Declaration ER 2002-446 <br /> <br />REQUEST <br /> <br />The proposed project is a request for a Conditional Use Permit <br />to allow a church within a residential district. Additionally, a <br />Minor Exception is requested to allow an offsite parking area <br />across the street from the proposed project. <br /> <br />EXISTING SETTING <br /> <br />The project site is located 1201 West Second Street. The <br />property is located within the Two-Family Residence (R2) zoning <br />district and has a General Plan land use designation of Low <br />Density Residential at seven dwelling units per acre (LR7). The <br />site is surrounded by single-family residences to the east, <br />multi-family residences to the west, a combination of single- <br />family and multi-family residences to the south and the north. <br /> <br />The project includes two sites, site 1 is approximately 0.59 <br />acres in area and site 2 is 0.28 acres in size. Both sites are <br />flat and rectangular in shape. Site 1 is presently occupied by, <br />a church, one single-family residence and two apartment units. <br />Si te 2 is currently vacant. The property is located on both <br />sides of Baker Street, between Second and Third Streets. Baker, <br />Second and Third Streets are designated non-arterial streets in <br />the General Plan Circulation Element. <br /> <br />PROJECT DESCRIPTION <br /> <br />The project involves the construction of a new 7,151 square foot <br />church with meeting room, offices and classrooms to replace the <br />existing 2,200 square foot church facility, single family <br />dwelling and apartment structure. The interior seating capacity <br />is designed for approximately 148 parishioners. The church will <br />hold two services at 7:00 am and 12:00 pm on Sundays. <br /> <br />Access to the project would be provided from Second and Baker <br />Streets. A total of 51 parking spaces would be on-site with 28 <br />spaces on Site 1 and the remaining 23 spaces provided on the <br />adjacent Site 2. <br /> <br />ENVIRONMENTAL IMPACT ANALYSIS <br /> <br />The following is an environmental analysis on the proposed <br />project, based on the City of Santa Ana's CEQA Environmental <br /> <br />31A-23 <br />3 of 48 <br />
