<br />Appeal No. 2004-07 <br />September 20, 2004 <br />Page 2 <br /> <br />Analysis of the Issues <br /> <br />A Park Santiago resource survey, conducted by architectural historian <br />Leslie Heumann, identified 20 significant historical properties in the <br />Park Santiago neighborhood as candidates for placement on the Santa Ana <br />Register of Historical Properties. The subject structure located at 1905 <br />North Valencia Street was included as a candidate as it meets the minimum <br />selection criteria for inclusion on the Santa Ana Register of Historical <br />Properties. It is over 50 years old and exemplifies the <br />Bungalow/Craftsman architectural style. The one-story structure, built <br />circa 1912, is eligible to be categorized as Key for its distinctive <br />architectural style as illustrated by its side gabled roof with exposed <br />structural elements; sheathing in shingle courses of alternating heights; <br />and horizontal emphasis. <br /> <br />Prior to the City initiating the placement of this structure on the <br />Register, courtesy letters were mailed on December 16, 2003 to the <br />affected property owners inviting them to attend a special presentation <br />explaining the implications and benefits of being placed on the Santa Ana <br />Register of Historical Properties. Following the presentation, staff <br />contacted the property owner by phone to discuss any concerns or <br />questions the owner had regarding the proposed historic designation. At <br />that time, Mrs. Kroll expressed her opposition to her property being <br />placed on the local historic list. On February 5, 2004, Mrs. Kroll <br />submitted correspondence to the Historic Resources Commission further <br />expressing her opposition to placing the structure on the local Historic <br />Register. Based on the architectural significance of the house, on <br />August 5, 2004 the Commission approved the placement of the F. B. <br />Elliott House on the Santa Ana Register of Historical Properties and <br />categorized it as Key. Therefore, it is recommended that the City <br />Council uphold the decision of the Historic Resources Commission and <br />adopt the resolutions approving Historic Resources Commission Application <br />No. 2004-05 and Historic Register Categorization No. 2004-05. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />In accordance with the California Environmental Quality Act, the <br />recommended action is exempt from further review. A Categorical <br />Exemption will be filed for this project. <br /> <br />75A-2 <br />
