Regional Water Quality: Future Funding & Governance Alternatives — <br />Presented by Larry McKenney, Manager, Watershed & Coastal Resources <br />Division, County of Orange <br />Highlights of this presentation are as follows: <br />• Orange County's economic prosperity depends upon clean water <br />• The quality of life of Orange County residents depends upon clean water <br />• Failure to protect water quality could result in legal liability <br />• Objective of the Clean Water Act is to restore and maintain the chemical, <br />physical and biological integrity of the nation's waters <br />• The National Pollutant Discharge Elimination system ( NPDES) program <br />applies to regulate discharges of urban runoff and storm water <br />• Orange County has two NPDES permits: Santa Ana and San Diego <br />Regional Water Quality Control Boards <br />CITY COUNCIL MINUTES 66 FEBRUARY 22, 2005 <br />
