MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA, CALIFORNIA <br /> <br />August 16, 1982 <br /> <br />The meeting was called to order by Mayor Pro Tem Griset at 1:09 p.m., in <br />Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were Daniel Eo Griset, R. W. Luxembourger, J. Ogden Markel, and <br />Alfred C. Serrato. Also present were Assistant City Manager Rex Swanson, <br />Assistant City Attorney Richard Lay, and Clerk of the Council Janice C. <br />Guy. Councilmember John Acosta joined the meeting at 1:25 p.m. <br />Councilmember Patricia A. McGuigan and Mayor Gordon Bricken were absent <br />due to attendance at the All-America City competition sponsored by the <br />National Municipal League in Seattle, Washington. <br /> <br />WORK STUDY SESSION The Director of Planning and <br />PLANNING & DEVELOPMENT SERVICES Development Services reported <br />ZONING INSPECTION & ENFORCEMENT on the increased levels of <br /> activity which had occurred <br />since the formation of the Department of Planning & Development Services, <br />(formerly Planning & Building Safety), comprised of Planning, Development <br />Processing, and Community Preservation divisions. He explained that <br />although total building permit valuation was down, the total number of <br />building permits issued had increased, and the quality of service within <br />the department had been improved. <br /> <br />The Director also reviewed the notice and citation processes relative to <br />code enforcement, and stated that the department would soon be implementing <br />a change in its inspection schedule, providing for Sunday and early morning <br />inspections for a six-month trial period. He responded to questions <br />posed by Councilmembers. <br /> <br />The Assistant City Attorney was requested to investigate citation powers <br />for the City's Business License Inspector. <br /> <br />The Council recessed at 1:56 p.m., and reconvened in the Council Chambers <br />at 2:07 p.m., with the same members present. <br /> <br />PLEDGE OF ALLEGIANCE <br />INVOCATION <br /> <br />Following the Pledge of <br />Allegiance, to the Flag, the <br />Invocation was given by Council- <br />member Luxembourger. <br /> <br />CONSENT CALENDAR <br />ITEMS REMOVED <br /> <br />The following items were removed <br />from the Consent Calendar: 2A, <br />5A, 6G, 12D, 12F, 13A, 13B3, <br />13B4, 16A, 19B, 19C and 19E, <br /> <br />CONSENT CALENDAR <br />STAFF RECOMMENDATIONS <br />APPROVED <br /> <br />dar items: <br /> <br />MOTION was made by Luxembourger, <br />seconded by Acosta, to <br />approve staff recommendations <br />on the following Consent Calen- <br /> <br />CITY COUNCIL MINUTES <br /> <br />279 <br /> <br />AUGUST 16, 1982 <br /> <br /> <br />
