<br />City Place <br />Focused Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />(c) A list of persons, organizations and public agencies commenting on the Draft EIR, provided <br />in the R TC Report; <br /> <br />(d) The City's responses to the comments received on tbe Draft EIR, provided in the RTC <br />Report; <br /> <br />(e) The Final MMP and <br /> <br />(I) Other information added by the City, including all documents incorporated by reference. <br /> <br />4.0 <br /> <br />PROJECT IMPACTS AND DISPOSITION OF RELATED MITGATION <br />MEASURES IDENTIFIED IN THE FINAL EIR <br /> <br />The analysis in the Final EIR identifies all the significant adverse environmental impacts of the <br />City Place project. All the mitigation measures identified in the Final EIR are included in the <br />project approval and are made conditions of the City Place project. The following Findings are <br />made with respect to each significant adverse environmental impact oftbe City Place project. In <br />addition, the following Findings proyide a description of the potential adverse impacts of the <br />project and the mitigation measures in support of the Findings. <br /> <br />Potentially significant adverse impacts of a project can be divided into two categories: <br /> <br />. <br /> <br />Potentially significant adverse impacts, which can be mitigated to below a level of <br />significance, based on implementation of identified project enhancement measures, project <br />mitigation measures and/or City of Santa Ana standard conditions of approval. <br /> <br />. <br /> <br />Potentially significant adverse impacts wbich can be partially mitigated, but not to below a <br />level of significance. As described later in these Findings, the City Place proj ect will result <br />in some significant adverse impacts, which cannot be mitigated to below a level of <br />significance. <br /> <br />For each potentially significant adverse impact of the City Place project, one of the following <br />findings must be made, including tbe provision of facts supporting each finding: <br /> <br />. <br /> <br />Changes or alterations have been required in, or incorporated into, the project wbich avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br /> <br />. <br /> <br />Such changes or alterations are within the responsibility and jurisdiction of anotber public <br />agency and not the agency making the finding.
