<br />City Place <br />Focused Environmenlallmpact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />6.1.1 <br /> <br />Alternatives ftom the 1992 EIR <br /> <br />In 1992, the Santa Ana City Council certified the final EIR for the proposed Main Street Concourse <br />Project and approved that proposed project. In addition to the approved project, the Final EIR <br />evaluated three other build alternatives and a No Project Alternative. The build alternatives <br />considered in that EIR were reevaluated as possible alternatives to the currently proposed City Place <br />Project. Those alternatives were rejected as described below and, therefore, were not evaluated in <br />the EIR for the City Place project. <br /> <br />Alternative B: Reduced Densitv Garden Office <br /> <br />This Alternative assumed development of the project site consistent with the General Plan land use <br />designations for the site in place at the time of the 1992 EIR evaluation. Under this Alternative, it <br />was assumed that the site would be developed under the District Center (DC) designation, but at a <br />lower floor area ratio than the maximum possible under the General Plan designation. This <br />Alternative assumed that the site would be developed with 244,000 square feet of retail center and <br />garden space uses. There would be no residential uses on the site under this Alternative. This <br />Alternative proposed substantially reduced land uses on the project site compared to the approved <br />Main Street Concourse Proj ect. <br /> <br />This Altemative was not considered further in the EIR the City Place project because: <br /> <br />. <br /> <br />Alternative B does not include any residential units. The provision of housing in a variety of <br />types and price ranges, inc1uding innovative uses such as live/work units, sucb as proposed as <br />part of the City Place project, is consistent with the Santa Ana General Plan. <br /> <br />. <br /> <br />Alternative B proposed a different range of land uses, with more commerciaVretail and no <br />residential uses, than the City Place project. However, the land uses proposed under <br />Alternative B would not be expected to substantially reduce or avoid the potential adverse <br />impacts of the City Place project related to air quality and traffic. <br /> <br />For these reasons, this Alternative was rejected ftom further consideration and, therefore, was not <br />evaluated in the EIR for the City Place project. <br /> <br />Alternative C: Alternative Land Use (All Office) <br /> <br />This Alternative assumed development of the project site with two 92,000 square foot, two-story <br />garden style office buildings, and retail and commercial uses similar to the approved Main Street <br />Concourse Project, inc1uding retail, restaurant, cinema and health c1ub uses. There would be no <br />residential uses on the project site under this Alternative. <br /> <br />This Alternative was not considered further in the EIR for the City Place project because: <br /> <br />. <br /> <br />Alternative C does not include any residential units.
