MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA, CALIFORNIA <br /> <br />September 7, 1982 <br /> <br />The meeting was called to order by Mayor Pro Tem Serrato at 1:15 p.m., in <br />Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were John Acosta, Daniel E. Griset, R. W. Luxembourger, J. Ogden <br />Markel, Patricia A. McGuigan, and Alfred C. Serrato. Also present were <br />Assistant City Manager Rex Swanson, City Attorney Edward J. Cooper, and <br />Clerk of the Council Janice C. Guy. Mayor Gordon Bricken joined the <br />meeting at 3:00 p.m. <br /> <br />WORK STUDY SESSION Senior Civil Engineer Walter <br />WATER & SEWER COUNTY-WIDE Schraub distributed copies of <br />ISSUES AND ORGANIZATIONS County Water Plan Phase I <br /> prepared by the County's <br />Administrative Office and Environmental Management Agency, and presented <br />a general overview of the structure of the Orange County water supply. <br /> <br />Mr. Schraub reported that a decreased allotment of Colorado River water, <br />beginning in 1986, will negatively impact Orange County which is heavily <br />dependent upon imported water, but that the decrease will not be felt <br />as severely in Santa Ana which pumps 70 percent natural water. He stated <br />that additionally, the failure on June 8, 1982, of the proposition relating <br />to development of the Peripheral Canal would also negatively impact the <br />Orange County water supply. Mr. Schraub responded to Council's questions <br />relative to maintenance and development of Santa Ana's water supply. <br /> <br />The Public Works Director discussed briefly the Sanitation District <br />structure and stressed the need to maintain control of the sanitation <br />districts at the local jurisdictional level. He reported on the success <br />of the "Green Acres" project, a water reclamation project which distributes <br />recirculated water for horticultural uses. <br /> <br />The Council recessed at 1:49 p.m., and reconvened in the Council Chambers <br />at 2:10 p.m., with all Council members present, except Mayor Bricken.
