MINUTES OF THE ADJOURNED REGULAR MEETING <br /> OF THE CITY COUNCIL OF THE CITY OF <br /> SANTA ANA, CALIFORNIA <br /> <br />September 21, 1982 <br /> <br />The meeting was called to order by Mayor Bricken at 4:15 p.m., in Room <br />147, City Council Chambers, 22 Civic Center Plaza. Councilmembers present <br />were John Acosta, Daniel E. Griset, R. W. Luxembourger, J. Ogden Markel, <br />Patricia A. McGuigan, Alfred C. Serrato, and Mayor Gordon Bricken. Also <br />present were City Manager A. J. Wilson, City Attorney Edward J. Cooper, <br />and Clerk of the Council Janice C. Guy. <br /> <br />WORK STUDY SESSION Richard Thompson, President <br />AMTRAK DESIGN CONCEPTS of Archiplan, reviewed site <br /> and elevation plans for the <br /> proposed development of a <br />new Amtrak station located at Santa Ana Boulevard and Santiago Street. <br />He explained that the overall motif was based on a Spanish theme, and <br />noted the repetition of towers, modeled after the large central tower at <br />the northwesterly corner of the terminal. He pointed out the variation <br />in schematic costs for each floor plan of the depot, indicating that the <br />first floor, which would receive heavier use, was considerably more <br />expensive than the upper floors. <br /> <br />Councilmembers then commented on various aspects of the design concept, <br />expressing some concern that the severity and simplicity of the design <br />were too stark; that possibly the central tower should be relocated; and <br />that the segregation of bus and train passenger traffic was essential. <br />The Council expressed a desire to make a "major statement" with the <br />train station, and urged that an interface between the Orange County <br />Rapid Transit System and high speed rail system be pursued. <br /> <br />Councilmember Griset summarized the feeling of the design, as compared <br />with the Pacific Federal building in Costa Mesa, stating that this <br />design was more sharply demarcated rather than a rambling Spanish, formal <br />rather than informal, stiffer rather than cozier, and rigid versus relaxed. <br /> <br />The Council expressed a need to meet again with the design contractor <br />after the Council's comments had been incorporated into a modified design <br />plan. CA 84.6 <br /> <br />At 5:26 p.m., the Council recessed and reconvened in the Council Chambers <br />at 5:32 p.m., with all Councilmembers present. <br /> <br />RES. NO. 82-126 Following discussion and input <br />SERV.
