MINUTES OF THE REGULAR MEETING <br /> OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA, CALIFORNIA <br /> <br />November 1, 1982 <br /> <br />The meeting was called to order by Mayor Gordon Bricken at 1:08 p.m., in <br />Room 147, City Council Chambers, 22 Civic Center Plaza. Councilmembers <br />present were John Acosta, J. Ogden Markel, Patricia A. McGuigan, Alfred <br />C. Serrato, and Mayor Gordon Bricken. Also present were City Manager A. <br />J. Wilson, City Attorney Edward J. Cooper, and Clerk of the Council <br />Janice C. Guy. Councilmember Daniel E. Griset joined the meeting at <br />1:13 p.m. Councilmember R. W. Luxembourger was absent. <br /> <br />WORK STUDY SESSION The City Manager reported that <br />SANTA ANA SPHERE OF INFLUENCE Santa Ana had been approached <br />ANNEXATION - HARBOR BOULEVARD approximately 120 days ago by the <br /> Local Agency Formation Commission <br />(LAFCO) regarding two county "islands" along Harbor Boulevard south of <br />the City of Santa Ana. He indicated that the Commission, which was <br />making an effort to establish more orderly municipal boundary patterns, <br />had inquired as to Santa Ana's interest in annexation of these islands. <br />The Manager stated that acquisition would assist redevelopment of the <br />South Harbor area, since fewer agencies would be involved in constructing <br />improvements and additionally, that Santa Ana had previously established <br />a policy of pursuing annexations wherever possible. <br /> <br />The Manager further reported that preliminary annexation procedures <br />would be presented to the Council on November 15, in anticipation of a <br />hearing of the matter before LAFCO on November 24.
