Following discussion, MOTION was made by Griset, seconded by Markel, to <br />place Ordinance No. NS-1656 on first reading and authorize publication <br />of title. <br /> <br />Motion failed on the following vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Bricken, Griset <br />Acosta, Markel, McGuigan, Serrato <br />Luxembourger <br /> <br />MOTION was made by McGuigan, seconded by Serrato, to authorize the City <br />Attorney to provide an ordinance regulating such factors as safety, <br />insurance, and health requirements, relative to ice cream truck operations, <br />and to meet with representatives from both factions. <br /> <br />Motion passed on the following vote: <br /> <br />AYES: Acosta, Bricken, Griset, Markel, McGuigan, Serrato <br />NOES: None <br />ABSENT: Luxembourger CA ~12.14 <br /> <br />ORAL COMMUNICATIONS Joe Gilmaker, 308 W. 4th, <br />JOE GILMAKER expressed his concerns to <br />REFERRED TO CM Council regarding the comple- <br /> tion of improvements on <br />Fourth Street in downtown Santa Ana. He stated he had been caused numerous <br />inconveniences during the improvements and could not get a reply from <br />the Public Works Department on this matter. The matter was referred to <br />the City Manager for administrative action. Mr. Gilmaker also brought <br />to Council's attention recent actions by staff relating to downtown <br />rehabilitation. <br /> <br />ORAL COMMUNICATIONS The Mayor reviewed written <br />CORRES. FROM AILEEN JOHNSON correspondence received from <br />REFERRED TO CM Aileen Johnson regarding <br /> financial assistance from <br />the City for an Adult Day Health Care and Treatment Center. The <br />matter was referred to the City Manager for administrative action. <br /> <br />RECESS <br />HSG. AUTHORITY <br />RECONVENED <br /> <br />Council recessed to the Housing <br />Authority at 12:45 a.m., and <br />reconvened at 12:46 a.m., <br />with the same members present. <br /> <br />ORAL COMMUNICATIONS Councilman Markel stated he <br />COUNCILMEMBERS felt that insufficient recogni- <br /> tion had been afforded to the <br /> extensive history involved with <br />the Minter House, and felt that appropriate steps should be taken to <br />properly recognize this historic property.
